The recently launched National Juvenile Justice and Welfare Management Information System (NJJWMIS) of the Juvenile Justice and Welfare Council (JJWC) last October 28, 2022, aims to collect reliable and up-to-date data and personal and other relevant information about the children at risk (CAR) and children in conflict with the law (CICL). It can save images and relevant documents such as a child's birth certificate and dental records, and it allows for the online transfer of records of a child's case from the barangay to the police and Local Social Welfare and Development Officer (LSWDO) within the same jurisdiction.
The Juvenile Justice and Welfare Act's (RA 9344) section 12, which requires duty-bearers to accurately record relevant CAR and CICL information to ensure the proper application of the law, led to the creation of the NJJWMIS in 2016.
How will NJJWMIS contribute to government efficiency?
1. It allows for a faster generation of information about the services and programs offered to CAR and CICL.
2. It simplifies and standardizes the reporting process from beginning to end.
3. Data duplication is prevented, and a centralized information system guarantees accurate and precise data on CAR and CICL.
4. It protects the confidentiality and accessibility of CAR and CICL records.
5. The combined data and statistics the system will produce can be utilized to create national and local policies and programs based on evidence.
6. The data will serve as one of JJWC's bases for determining the success of implementing the law.
7. It enables easy referral, case management, monitoring, and evaluation of intervention plans.
The NJJWMIS has three features:
1. Knowledgebase portal containing information/reference materials on the process of managing CAR and CICL, as well as when a duty bearer should create or update a child profile;
2. The flow containing the protocols, necessary paperwork, and timely response for managing CICL cases can serve as decision support for case managers and social workers when handling CAR and CICL cases;
3. The dashboard, which displays all data in graphical formats for the benefit of the users.
The Secretariat of the Juvenile Justice and Welfare Council serves as the NJJWMIS administrator. Only limited employees will be authorized to access the system to ensure information security.
The use of the JJ-MIS is bound by the confidentiality requirements of RA 9344 as amended and the Data Privacy Act of 2012 to ensure the child's personal information is safe and secure. (PIA-NCR)
