TRECE MARTIRES, Cavite (PIA) – The surrender of Kawit PNP Precinct escapee, Junjun Esquillo Cortezano-Portez of Barangay Toclong paved the way for several improvements that would be undertaken for the precinct security.

After signifying his intention to surrender to Kawit Mayor Angelo Aguinaldo thru his cousin Michelle Lacaba, Portez was given time to speak with Mayor Aguinaldo. He talked about their escape, and gave information on some of their grievances inside the municipal jail in which the local chief executive took immediate action of.

Mayor Aguinaldo also met with the new Kawit PNP Chief PMAJ John Conrad Villanueva to discuss the safety of the community, as well as the Persons Deprived with Liberty (PDLs) who are housed in the jail facility.

“I do not believe that our jails are only for punishment. It is a place of rehabilitation to correct their mistake and make these people learn for violating the law,” Aguinaldo said.

The meeting focused on the changes and improvements of the detention facilities, fortification of the prison mechanism and upgrading of security, and improvement in safeguarding the welfare and rights of the PDLs.

Portez, 22, along with Tristan Antonio, 19, and Rhino Reyes 27 were the three detaines that escape from Kawit precinct August 23. The incident resulted to the transfer of then Kawit PNP Chief PMajor Joel Celestino Palmares, and precinct staff PSSgt Ryan Pascua De Guzman.

Mayor Aguinaldo and Kawit PNP Chief PMAJ Villanueva agreed on the measures discussed for improving the precinct to prevent such incidents from happening again with priority on the safety, and peace and order in Kawit town.
