BANGUED, Abra (PIA) --The Provincial Anti Covid-19 Task Force(PATF) has re-imposed Enhanced Community Quarantine (ECQ) in the entire province from September 1 – 7, 2021 due to increased epidemic risk level.
ECQ is re-imposed by virtue of Executive Order NO. AU-03 Series of 2021 signed by Governor Jocelyn Bernos. It also provides the detailed guidelines during the ECQ period.
Under the EO, the movement of all persons is limited only to access goods and services from permitted establishments and for work in establishments and offices. All Abrenians below 18 years old, those who are over 65 years old, those with immunodeficiency, comorbidity, or other health risks, and pregnant women are not allowed to leave their residences.
The use of quarantine white passes is again implemented to control the movement of individuals as it only allows a single individual of every household to leave their residence. The white pass must be presented at each quarantine control point per barangay and municipality. The local task forces have set-up their Quarantine Control Points to monitor the entry and exit of people
On curfew hours, residents are not allowed to go of their residences from 8PM to 4AM except for uniformed, health and emergency personnel tasked to perform their duties within those period.
A total ban on liquor is also imposed during the ECQ peiod. This prohibits the selling, buying, and distribution of alcoholic beverage and liquor
On inbound travel protocols, all Authorized Persons Outside of Residences (APORs) are required to register at S-PASS at least 24 hours before their travel period. The S-PASS system will require them to upload the needed documents such as a valid government issued ID or barangay certificate of residency, negative RT-PCR test (Nasopharyngeal Swab or Saliva Test) taken within the last 72 hours and delivery receipt or purchase order for cargoes while travel order or official itinerary for APORs.
The operation of public utility jeepneys is temporarily suspended while tricycle drivers are instructed to ride one passenger only. No back-riding is allowed among motorcycle riders.
As August 29, Abra has increased epidemic risk level with five critical municipalities, six high epidemic risk level, and an increase of 9.82 Average Daily Attack Rate per 100,000 population.
Since the beginning of the pandemic, the Provincial Task Force has recorded a total of 1,866 confirmed cases and 45 Covid-19 related deaths. Last Aug. 31, 2021, the Task Force logged a new high in recorded confirmed COVID-19 cases with a total of 300 active cases in 23 out of 27 municipalities.
Bernos urged the cooperation of Abreños in following health and safety protocols simply by wearing face masks and face shields to prevent COVID-19 from further spreading. Those who are experiencing the symptoms of COVID-19 are strongly encouraged to communicate with their rural health units.
