Comelec orders: Observe election rules, health protocols

LEGAZPI CITY, Albay (PIA) -- The Commission on Elections (COMELEC) Region 5 reminded the candidates and the public to strictly observe minimum public health safety protocols as well as election rules and regulations in all political activities.

During the second leg of Kapihan sa PIA Bicol held at SM City Legazpi on March 23, Atty. Jasmin Belarmino said that in the COMELEC Resolution No. 10769, the operational capacity of the venue whether indoor or outdoor for rallies, meetings, conventions and miting de avance, is allowed 100 percent for areas under level 1, 70 percent for areas under level 2.

While the commission drops the issuance of permits for the conduct of these activities, the candidates are still required to get a permit from the local government unit.

Atty. Belarmino also cited that conducting motorcades and caravans are also authorized in areas under category level 1 to 4, wherein, full passenger capacity is being allowed in vehicles such as trucks, buses, mini-trucks, jeepneys, service-utility vehicles, Sedans, owner-type jeepneys, tricycles, and motorcycles.

Motorcades and caravans are still not permitted in areas categorized in level 5.

Atty. Anthony Nuyda, Interior and Local Government regional director said that the department has issued a circular order to all barangays and local government units to follow the guidelines issued by the COMELEC, particularly the observance of the minimum public health standards to make sure that there will be no transmission of COVID-19.

"To ensure a smooth transition, the department has also reminded all incumbent governors and mayors of local government units to organize their respective Local Governance Transition Team not later than April 7, 2022 for an effective turnover of responsibilities ahead of the 2022 National and Local Elections," Nuyda said.

PLTCL James Ronatay who also served as the spokesperson of Philippine National Police Camarines Sur also stated police efforts in preparation for the upcoming May elections. 

"Since January 5 of this year, there was a launching of simultaneous COMELEC checkpoints. All municipal and city police office and field units are also called to conduct daily checkpoints. The PNP has launched the peace covenant with various political candidates, affirming their participation and support to an honest and clean elections," Ronatay said.

The so-called SAFE or Safe, Accurate, Free/Fair National and Local Elections 2022 KASAMABAYANAN (Kawani Simabahan at Pamayanan) was also kicked of last February 19, spearheaded by PNP. It is a collaborative effort among various government agencies, non-government organizations and community, youth leaders to ensure and advocate for a violent-free, secure and peaceful elections.
