DOST-CAR to empower 8 more communities thru CEST

BAGUIO CITY (PIA) -- The Department of Science and Technology - Cordillera (DOST-CAR) targets to implement eight Community Empowerment thru Science and Technology (CEST) projects this year.

These   include one in Langiden, Abra; two in Benguet particularly in Tublay and Sablan; one in Mayoyao, Ifugao, and two in Mountain Province specifically in Natonin and Sadanga. Two other CEST projects for Kalinga and Apayao are up for approval.

DOST-CAR Assistant Regional Director for Field Operations Services Angel Maguen said that they visit the beneficiaries to identify their needs. Most of the CEST components are provided to these beneficiaries, he said.

The five components of CEST are namely Economic Development or the provision of livelihood assistance to the beneficiaries, Health and Nutrition or the provision of support to feeding programs to address malnutrition, Human Resource Development which is the provision of scholarships to deserving students,  Environmental Protection and Conservation by providing technologies to support the communities in protecting their environment, and lastly, the Disaster Risk Reduction and Management and Climate Change Adaptation by providing equipment to local government units that they can use in times of disaster.

"It aims to provide holistic science and technology assistance to the geographically isolated and disadvantaged areas, communities, indigenous peoples, marginalized sectors, at 'yung mga communities with conflicts, and women's organizations in the country," Maguen said.

"Inaasahan na 'yung mga CEST beneficiaries natin will be empowered, maging progressive sila and resilient communities 'pag natugunan natin lahat 'yung limang entry points na mga ito," he added.

Maguen mentioned that with the implementation of the full devolution, the Economic Development component may be devolved to the local government units.

From the start of the implementation of CEST project in Cordillera in 2012 until this year, the DOST was able to fund 49 CEST projects in 31 municipalities in the region amounting to more than P39.8 million. (JDP/DEG-PIA CAR)
