NCIP spearheads inter-agency Agta Ancestral Domain visitation

NAGTIPUNAN, Quirino (PIA) - - To know the present status of the Agtas and to bring the government programs and projects to them, the National Commission on Indigenous Peoples 2 (NCIP 2) recently led the Inter-Agency Ancestral Domain (AD) Visitation at Barangay Dissimungal here.

NCIP Chairperson Allen A. Capuyan who personally came to visit the Agtas had a chance to listen and address some burning issues raised during the open forum such as illegal selling and buying of land, kaingin, cutting of trees of both the migrants and the Agtas within the Ancestral Domain.

NCIP Chairperson Allen Capuyan urges the Agtas to become good stewards of their Ancestral Domain.

To address the issue, Chairperson Capuyan stressed that there should be a written agreement that the Agtas and the migrants are not allowed to sell their Ancestral Domain, instead, they should make it as their children’s inheritance.

Capuyan further said that hunting areas in protected areas within the Ancestral Domain must be properly identified and documented and that the boundaries of the Agta must be properly delineated.

“The concerned agencies must also identify alternative projects or programs applicable among the Agtas,” Capuyan said.

On the issue of illegal cutting of trees within the AD, Capuyan has directed the NCIP provincial Office to validate the report and at the same time urged the Agtas to identify possible income generating projects for them.

The NCIP chairperson also discussed the 11 Building Blocks of a Resilient, Responsive and Relevant ICCs/IPs Ancestral Domains such as Confirmation of IPs, Registration of IPO, CAD/CALT Delineation Process, Establishment of ADMO, among others.

Capuyan advised the Agtas to enrich their Ancestral Domain saying that the land is occupied or possessed by ICCs/IPs, by themselves or through their ancestors, communally or individually since time immemorial.

He also stressed that the 11 Building Blocks s should be fully integrated inside the AD and that NGAs/GAs should have a smooth strategic work flow on the implementation of their programs and services.

Furthermore, he urged the Agtas to take part in the decision-making process and that they should know all the government projects within the AD.

Meanwhile, various national and local government agencies such as DILG, PNP, AFP, DOLE, TESDA, DepEd, PSA, DAR, PIA, MSWDO Nagtipunan and others presented their programs and services for the IPs.

Also present during the  said visitation were  Ethnographic Commissioner Simplicia P. Hagada, NCIP R02 Regional Director Atty. Onit M. Daquioag, NCIP R03 Regional Director Atty. Roman Antonio, Quirino Provincial Governor  Dakila Carlo E. Cua, Nagtipunan Municipal Mayor Noel T. Lim, some Sangguniang Bayan members, Quirino Police Provincial Office Provincial Director PCOL Rommel A. Rumbaoa, 86th IB of 502nd Birgade Philippine Army represented by the Chief Operations Officer Ms. Judily Ann S. Bugante Dissimungal barangay  officials and the PMRs of Diffun and Saguday. Chairperson Capuyan calls on the different National Government Agencies to implement programs that will improve the Agta Community.
