QUEZON CITY, (PIA) --The Department of Transportation (DOTr) has issued fresh rules and regulations covering the Private Motor Vehicle Inspection Centers (PMVICs) and Private Emission Testing Centers (PETCs) to ensure road worthiness of vehicles and compliance with standards as set by the government.
Transportation Secretary Jaime Bautista stressed that the PMVIC and PETC will ensure a vehicle’s roadworthiness and prevent accidents, as he vouched for the accuracy of these facilities since the inspection will be automated.
“With the PMVIC program, we would like to make sure that motorists, pedestrians and establishments are safe. For accuracy, the checking of the motor vehicles is automated, limiting human interaction and rigorous inspection,” Bautista said.
The transport chief added that PMVICs and PETCs are different from one another, explaining that the former will inspect the vehicles’ intricacy, including its braking system and wheel alignment.
According to Department Order (D.O.) No. 2023-008, the rules and regulations cover PETC, PETC IT Service Providers, Motor Vehicle Emission Control Technicians (MVECTs), Motor Vehicle Inspection Technicians (MVITs), and PMVICs.
The Order streamlined the procedures for processing and acting on applications of PETC, PETC IT Service Providers, MVIT, MVECT, PMVICs.
It also extended the validity of authorization for MVECTs and MVITs coinciding with the validity of their professional certifications.
Further, stricter penalties for violations to ensure the quality of inspection services provided our motorists.
The new rules and regulations complement the recent reconstitution of the PETC/PMVIC Authorization Committee per D.O. No. 2023-001, headed by DOTr in coordination with LTO, with DOTr Undersecretary for Legal Affairs, Atty. Reinier Paul Yebra as Chairman, LTO Assistant Secretary, Atty. Jose Arturo Tugade as Vice-Chairman, and Assistant Secretary for Finance, Atty. Jesus Nathaniel Gonzales as Member.
The new rules and regulations can be found in the DOTr website and will also be published in the Official Gazette or newspaper of general circulation.
