Ilocos Region gears up for Dagyaw 2023

SAN FERNANDO CITY, La Union (PIA) – The Regional Technical Working Group (RTWG) in the Ilocos Region gears up for this year’s Dagyaw Open Government Town Hall Meeting.
 
The Dagyaw Open Government Town Hall Meeting, which started in 2019, is a platform for dialogue that aims to improve the trust and confidence between the people and the government.
 
This year’s theme is, “Building a better government-citizen engagement; quality public participation and dialogue.”
 

The Regional Technical Working Group for the conduct of the Dagyaw Open Government Townhall Meeting, which is composed of the DILG, PIA, DBM and CSO Representative, convene on May 4, 2023 at San Fernando City, La Union.

An initial meeting among the RTWG members led by the Department of the Interior and Local Government along with the Department of Budget and Management and the Philippine Information Agency, as well as the Nueva Segovia Consortium of Cooperatives as the civil society organization representative, was held at the Ynad’s Place and Resort here on May 4.
 
Discussed during the meeting were the key elements of the implementation of Dagyaw such as the selection of possible topics and resource persons, and identification of target audience and venue. 
 
Proposed main topics of the RTWG were food security and proper nutrition to be discussed among farmers and fisherfolks associations, agricultural colleges, and business groups, among others.

Selected topics will still be subjected for an online poll to be conducted in the third week of May before it will be finalized by the RTWG.
 
According to Karl Andrew Sonio, Information System Researcher III of the Support for the Local Governance Program - Project Management Office, Dagyaw 2023 will have an online poll to increase public participation in its topic selection process; will engage in a more “maka-masa” venue setup; and will focus more on the dialogue rather than on the topic presentation.
 
“This new aspect will allow the public to specify which topic they wish each Dagyaw episode to tackle,” Sonio said.
 
He added, “For the venue setup, we wouldn't want to create a barrier between the speakers and the audience to make the latter feel more free and confident to ask questions and raise their concerns.”

Tentatively, the first phase of Dagyaw 2023 is scheduled on June 22, 2023 to be staged face-to-face in Vigan City, Ilocos Sur.
 
Further, the RTWG will convene for another coordination meeting in the third week of May.
 
Meanwhile, the Dagyaw 2022 was dubbed as the "Talakayang Bounce Back sa Negosyo" which focused on the recovery mechanisms for the micro, small, and medium enterprises sector. (JCR/AMB/CGRC, PIA Region 1)
