SAN FERNANDO CITY, La Union (PIA) – The Philippine Statistics Authority-Regional Statistical Services Office I (PSA-RSSO I) conducted the Awarding Ceremony of the 1st Regional Search for Top Performing Local Civil Registry Offices (LCROs) held at the Ynad’s Place Hotel and Resort, Namtutan village of this city.
The event coincided with the 2022 National Demographic and Health Survey (NDHS) Regional Data Dissemination Forum.
The search was aimed at encouraging efficiency and productivity, innovativeness, and creativity in the LCROs and acknowledging their initiatives in supporting the programs and activities relevant to Civil Registration and Vital Statistics (CRVS).
There were four special awards namely: (1) Naimpusuan a Panagserbi Award which is conferred to the LCRO that successfully implemented the most citizen-focused civil registration activities; (2) Natalged a Timpuyog Award which is conferred to LCRO that successfully demonstrated the most collaborative civil registration activities; (3) Naisangsangayan a Ganuat Award which is conferred to LCRO that successfully initiated the most innovative civil registration activities; and (4) Natulnog Award which is conferred to LCRO that successfully submitted civil registry documents and CRS requirements timely and accurately.
LCRO Alaminos City, Pangasinan was awarded Champion for the Naimpusuan a Panagserbi Award.
The plaque of recognition was received by Vice Mayor Jan Marionne Fontelera, together with the City Civil Registrar Lovely De Castro-Milles.
Meanwhile, LCRO Agoo, La Union headed by Municipal Civil Registrar (MCR) Maria Corazon Padilla, and LCRO Bangui, Ilocos Norte represented by Mr. Richie Ragonjan on behalf of MCR Glora Amudo, were awarded 1st runner-up and 2nd runner-up, respectively.
Meanwhile, LCRO Aringay, La Union emerged as the Champion for the Natalged a Timpuyog Award.
The plaque of recognition was received by MCR Laida Rico and Ms. Lucile Estacion, on behalf of Mayor Benjamin Sibuma.
On the other hand, LCRO Alaminos City landed 1st runner-up, followed by LCRO Bangui and LCRO Cervantes, Ilocos Sur as 2nd and 3rd runners-up, respectively.

LCRO Alaminos City got its second championship award as it bagged the highest score for the Naisangsangayan a Ganuat Award.
Meanwhile, LCRO Aringay also got its second plaque of recognition as it was conferred the 1st runner-up for the same special award.
The LCRO Paoay, Ilocos Norte, on the other hand, was conferred Champion for the Natulnog Award.
The plaque of recognition was received by Mayor Shiella Galano and Ms. Kristine Grace Abrogena who represented MCR Leona Jacqueline Gajeton of LCRO Paoay.
Meanwhile, LCRO Cervantes Ilocos Sur headed by MCR Charita Galimba received its plaque of recognition as 1st runner-up, while LCRO Alaminos City was awarded as 2nd runner-up.
Special recognition was also given to LCRO Agoo for its successful implementation of the Danunen Da Kayo: A Campaign Bringing Civil Registration Right to Your Doorstep.
The provincial chapters of the Philippine Association of Civil Registrars were also given special recognition in cognizance of their vital contribution to attaining the objective of the Civil Registration and Vital Statistics (CRVS) Decade to “Get Every Pinoy and Pinay in the Picture.”
The certificates of recognition were received by the provincial presidents namely: Dr. Clemente Galiza for Ilocos Norte Civil Registrars’ Association (INCRA), MCR Laida Rico for La Union Civil Registrars’ Association (LUCRA), CCR Lourdes Llamas for Pangasinan Civil Registrars’ Association (PANCRA), while MCR Galimba received the certificate of recognition for Ilocos Sur Association of Civil Registrars (ISACR) on behalf of President MCR John Pilot.
In her closing remarks, PSA Regional Director Atty. Sheila De Guzman thanked the LCROs for their continued partnership with PSA in providing efficient civil registration services and generating accurate, complete, and timely vital statistics.
