SAN FERNANDO CITY (PIA) - The Department of Information and Communications Technology (DICT) Region 1 has reiterated the importance of using technologies as ICT remains the dominant method used for government services during the opening program of the three-day Regional Multistakeholders’ Consultations at Bauang, La Union on August 15-17, 2023.

To achieve the shift and for the government to be ready for an ICT environment that is enjoyed and appreciated by everyone, the DICT has developed three plans and frameworks as support for the endeavor.

The first is the creation of a National ICT Development Agenda (NICTDA) which envisions a resilient digital ecosystem with a focus on innovation, competitiveness and collaboration, in line with President Ferdinand R. Marcos, Jr.’s call to hasten digital transformation through his administration’s Philippine Development Plan 2023-2028.

The NICTDA is anchored on six National Development Agenda, to include: digital connectivity, digital transformation, digital inclusivity, ICT resiliency and sustainability, strategic partnership and ICT ecosystems development.

The second is the Digital Government Master Plan (DGMP) 2023-2028 which seeks to harmonize all government ICT initiatives through encouraging information-sharing within government instrumentalities and the protection of an integrated government ICT infrastructure.

The DGMP is in line with President Ferdinand R. Marcos, Jr.’s intention to seek the digitalization of government processes and streamlining in order to deliver public services more efficiently.

The third is the Philippine Government Interoperability Framework (GIF) which shall govern the information as well as the technical and business process interoperability of government ICT systems.

The GIF consists of three domains, to include: technical or the standards that will enable systems to communicate with one another; information or the methods for the organization, collection, storage, retrieval and maintenance of ICT information; and business process or the guidelines for streamlining government processes and integration.

DICT Region 1 Director Engr. Reynaldo T. Sy said that the key to achieving the proposed plans and frameworks is the collaboration and support by various stakeholders, as the agency recognizes the efforts of various partners in achieving the goals of the department.

“With the support of DICT’s stakeholders and collaboration with fellow agencies and other institutions, we can be the DICT of the people we are hoping for,” Director Sy said.

The DICT's central office has been going around regions throughout the country since last year to promote the plans and frameworks of the agency and hopes for the implementation of the same before the end of the year. (JCR/MJTAB/CCMT, PIA La Union)
