DOLE-10 holds capacity building for regional managers

CAGAYAN DE ORO CITY (PIA)--A series of capacity-building sessions on the Executive Course for Regional Managers on strategic compliance planning, training on Technical and Advisory Visit (TAV) to Micro Establishments, and an orientation on revised guidelines in the implementation of the Department of Labor and Employment's (DOLE) Integrated Livelihood and Emergency Employment Program (DILEEP), March 6–10, at the Mallberry Suites and Business Hotel, here.

The said trainings aimed to capacitate the top management in terms of policy formulation, program development, implementation, and monitoring under the labor inspectorate program spearheaded by the Bureau of Working Conditions and to orient the proposed revised guidelines in the implementation of DILEEP programs led by the Bureau of Workers with Special Concerns.

DOLE Regional Director Albert E. Gutib welcomed the DOLE Senior Officials and participants who attended the said events. Present during the series of week-long events were Undersecretary Ciriaco A. Lagunzad III, Undersecretary Benedicto Ernesto R. Bitonio, Jr., Undersecretary Lawyer Felipe N. Egargo Jr., Undersecretary Lawyer Benjo Santos M. Benavidez, Asst. Secretary Lawyer Lennard Constantine C. Serrano, BWC Director Alvin B. Curada, BWSC Director Ahmma Charisma Lobrin-Satumba, DOLE Mindanao Regional Directors, ILO Regional Labour Inspection Specialist Rene Robert, Cerilyn Pastolero, ILO Program Manager, along with the BWC and BWSC facilitators and regional staff.

Gutib said part of DOLE's mandate is to protect the workers and promote their welfare. He said the three-day learning activity focused on doing what is just through developing strategic compliance plans to intensify the labor inspection approach and give solutions to non-compliance. The department thereby ensures that labor standards are being complied with by the employers and ensures workers’ rights and protection.

Hence, the TAV training follows a new inspection strategy introduced by the Department to improve the quality and extent of inspections to private micro establishments. Gutib added that compliance ensures people’s health, safety, and well-being are prioritized.

Part of the discussions were the highlights of enforcement activities in CY2022 and labor inspectorate reforms presented by Director Curada of the Bureau of Working Conditions. Robert and Pastolero, both from the ILO, gave important notes on mandates, brainstorming on resources, identifying compliance interventions, exploring compliance issues and targets, and mapping and prioritizing.

Curada also handled the discussion of the new inspection framework, implementation tactics, the discussion of TAV modules and process flow, and handling challenging questions.

A series of workshops and target-setting sessions that highlighted the strategic compliance planning and roll-out of TAV were presented by all regions for simulation and critique by the senior officials, led by Undersecretaries Lagunzad and Bitonio.

At the end of the week, there was a meeting about the proposed changes to the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) implementation guidelines. The discussion focused on the general provisions of the DILEEP guidelines and focused on the TUPAD and DILP programs, which also included the implementation and promotion of the Child Labor Prevention and Elimination Program and the Family Welfare Program.
