QUEZON CITY, (PIA) -- In celebration of the 121st Philippine Civil Service Anniversary this September, Civil Service Commission Chairperson Alicia dela Rosa-Bala envisions a future-ready bureaucracy ready and adoptive to changes.
“This entails envisioning of what the future work place would look like and coming up with strategies to help civil servants manage and cope with the changes with the bottom line of ensuring that public services remain effective and responsive,” said Chair dela Rosa-Bala during the virtual media briefing Wednesday, and to kick-off the month-long anniversary of the Philippine Civil Service.
With this year’s theme: “Transforming Public Service in the Next Decade: Honing Agile and Future-ready Servant-Heroes,” dela Rosa-Bala pointed the needs of the civil service to prepare for the challenges of the future.
The CSC chair noted the need to update Philippine Development Plan (PDP) 2017 to 2022. Dela Rosa-Bala specifically cited that one of the strategies in Chapter 5 of the PDP that directly affects the civil service was changed from strengthening the civil service to developing smart and resilient public organizations in future-ready public servants.
“In other words, the tremendous impact of the COVID-19 pandemic with the way we work not just in our country but globally has provided a growing impetuous across the entire bureaucracy to become agile and prepared for any future disruptions.”
The CSC chair shared that this can be done by supporting capacity building interventions and infusing technology in human resource management.
Likewise, Dela Rosa-Bala shared the Philippine Talent Management Strategy (PTMS) which is a national framework with the goal of transforming the bureaucracy into a collective of smart organizations operated by future-ready leaders and workforce.
“The CSC as the central HR agency of the Philippine government naturally has a huge role to play in the PTMS. We developed the human resource organization and organizational development policy and programs that can help government agencies improve their effectiveness and manage their employees better.”
“The future state of the Philippine civil service, which we hope to achieve through the Philippine Management Strategy,” she added.
The CSC chair shared that the goal is to build smart organizations, smart government agencies which are agile and adaptive, efficient and to be led by future-ready leaders who are visionary, people-centric, and tech-savvy.
“Shaping the bureaucracy to become more ICT enabled and future-ready requires the cooperation and collaboration of the different government agencies and adoption of various approaches that go way beyond HR management.” (PIA-NCR)
