Makati City rolls out online health clearance certificate system

QUEZON CITY, (PIA) – Makatizens who want to get health certificate need not apply personally at the Makati Health Department.

Starting February 15, 2023, the City Government of Makati announced that health certificate can be applied online in line with the local government’s initiative geared towards implementing a “standardized, digitized, and centralized” health certificate system.

It also aims to  streamline the process of obtaining an individual mayor’s permit to which the said certificate is a prerequisite but also to eliminate fixers. 

Through the accessibility of the online system, the applicants only need to visit the website https://makati.healthcert.ph and direct to the Health Certificate Application section in the dashboard.

Upon registration, the applicants will be required to go to an accredited diagnostic clinic or laboratory to proceed with their chest X-ray and fecalysis exam. After the procedures, the diagnostic facilities will submit the documents to the MHD for approval and the applicants can then attend an online seminar regarding occupational health on the same website. 

The city government meanwhile designated online payment channels (GCash and Maya) where the applicants can send or secure their payment fees for the health clearance certificate. They will then receive their health certificates through the email they provided in the registration. 

Following the City Ordinance 2019-A-102, those who are working in non-food-related establishments only need to pay P80 for a health clearance certificate while a fee of P100 is set for food-related establishment workers and P150 for executives, managers, and supervisors. They also need to pay an amount of P50 for the processing of the document processing and seminar fee. 

The validity of the health clearance certificate will last until the end of the year and must be renewed every January. 

Employees who are found working without health certificates will face a penalty with a fine of P1,000 for the first offense, P2,000 for the second offense, and P3000 for the third offense. Mayor Binay said that the owner of the establishment will be the one to shoulder the penalties. 

The city mayor also encouraged other diagnostic facilities, laboratories, and clinics to apply for an accreditation card to the MHD by submitting the following requirements: License to Operate (LTO) from the Department of Health; Business or Sanitary Permit; National Reference Laboratory (NRL) Certificate of Proficiency; List of Services; Copy of contract with a service provider for waste collection and disposal; Company Profile; Letter of Intent addressed to Chief Health Officer Dr. Vergel Binay; Accreditation fee of P5,000 for facilities that are operating outside of Makati City.

At present, the city has already registered a total of nine MHD-accredited medical facilities including the Health Screen Laboratory and Diagnostic Center (Chino Roces Ave.), Healthrix Medical and Diagnostic Clinic Corp. (Gen. Luna St.), Megason Diagnostic Clinic (Tejeros and Comembo), RG Medical Clinic Inc. (Bangkal), RGO Laboratory and Industrial Diagnostic Center (Bangkal), Supercare Medical Services Inc. (H.V. Dela Costa St.), The Medical City Clinic (Chino Roces Ave.), and Wellnest Diagnostic Center (Poblacion).
