PRO-13 deploys 570 cadres to 336 target barangays

The Revitalized- Pulis sa Barangay (R-PSB) is a program of the Peace, Law Enforcement and Development Support (PLEDS) cluster designed to bolster Executive Order No. 70 or National Task Force to End Local Terrorist Armed Conflict (NTF-ELCAC).

Heeding the call, the Philippine National Police (PNP) Police Regional Office 13 officially turned over a total of 570  graduates comprised of 385 personnel from the 77 city and municipal police stations in Caraga, 160 new graduates of the Basic Internal Security Operations training and 25 personnel from the Regional Maritime Units 10 and 13, on September 22, 2023 at Camp Rafael C. Rodriguez, Libertad, Butuan City.


PCol. James Goforth of  PRO-13, declared the 570 graduates as official cadres by virtue of their successfully three-month intensive and comprehensive training, tailored fit to thrive in conflict and geographically isolated and disadvantaged areas (GIDAS), thus officially endorsing them to their respective city/provincial police stations for 100% deployment to 336 target and priority barangays under the Barangay Development Program in Caraga region.


During his R-PSB performance visit in the region, PLTGen. Filmore B. Escobal, commander of the Area Police Command-Eastern Mindanao (APC-EM) spotlighted the core directive of R-PSB stating, “ After the Armed Forces of the Philippines dismantled a strong insurgency movement in a priority barangay, it is the mandate of the PNP to sustain the peace and order of the said barangay through the R-PSB.”

Unlike the Citizen Armed Force Geographical Unit (CAFGU), a force multiplier of the Armed Forces of the Philippines (AFP), tasked to provide vital military intelligence and is also engaged in military operations, the R-PSB on the other hand, requires these PNP cadres to undergo immersion to the target barangays  to ensure that terrorist movements will not go back or return and infiltrate the place again. The deployment of the police force has a longer timeline through longer police visibility in these priority barangays, with observance to the minimum ratio requirement of the program of at least three cadres in each priority area.

The said activity also highlighted the ceremonial signing of the Pledge of Commitment of the members of the PLEDS cluster and stakeholders to fully support the campaign plan TINABANGAY of the PNP, with high trust that R-PSB will serve as an effective agent in the development of the geographically isolated and disadvantaged areas (GIDAS), and all barangays of the region will be  safe and conflict-resilient areas.
