CATARMAN, Northern Samar (PIA) – A farm-to-market road project in Hitapian, a far-flung barangay in Catubig, Northern Samar, has been completed.
The P14 million road project includes a two-lane, 400-meter stretch that connects Barangay Hitapian and Barangay San Jose.
Hitapian is one of the six priority barangays identified by the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC).
The road project was funded under the Local Government Support Fund - Support to the Barangay Development Program (LGSF-SBDP).

SBDP is part of the National Task Force to End Local Communist Armed Conflict’s (NTF-ELCAC) whole-of-nation approach to ending insurgency in the countryside.
It aims to empower local communities and allow them to lead socio-economic growth, alleviate poverty, and sustain peace and order in their own areas.
The construction, which started on December 28, 2021, was completed in September last year through the Provincial Government of Northern Samar.
According to Acting Provincial Engineer Gillenney Moreno of the Provincial Engineering Office, the road construction is a significant step towards enhancing agriculture and development in this once conflict-stricken area.

Road accessibility is a cornerstone of the government’s commitment to address the needs of farmers, combat poverty, and maintain peace and order, Moreno said.
The project is part of the government’s effort to usher in the development and delivery of basic services to conflict-affected barangays that lagged behind due to insurgency problems.
Brgy. Captain Mar Bulagnir of Hitapian expressed his sincerest appreciation to the national and provincial government for the realization of the project.
“Now that this road project is completed, I am hoping for an additional budget to complete the whole stretch to make transportation easier for all of us,” the Bulagnir said. (AAC/TBC/PIA-Northern Samar)
