OPAPP facilitates formulation of MNLF Women’s strategic plan

LAKE SEBU, South Cotabato -- Moro National Liberation Front (MNLF) women leaders under the leadership of Chair Nur Misuari gathered here in this picturesque lakeside municipality for a strategic planning workshop to formulate their mission, vision, and strategies to address key development and security issues in their communities.

The activity, held from June 29 to July 1, was organized by the Office of the Presidential Adviser on the Peace Process (OPAPP) in partnership with the MNLF Peace Coordinating Committee. It aims to strengthen the MNLF women’s role in peacebuilding and development of their communities and localities both in formal and informal processes.

According to OPAPP MNLF Concerns Department Director Jana Gallardo, the activity seeks to build the leadership capacities of MNLF women leaders, increase their participation in their communities’ socioeconomic development, and enable them to spearhead innovative projects that would contribute to just and lasting peace in the region.

“We hope that through this platform, we were able to provide you with a safe space for you to talk about issues in the communities as well as in your organization,” Gallardo said.

Presidential Peace Adviser and Chair of GPH Coordinating Committee Secretary Carlito Galvez Jr expressed his gratitude to the active participation of MNLF women leaders in fostering peace and development in their communities.

“Nagpapasalamat kami sa inyong partisipasyon sa napakahalagang aktibidad na ito -- ang pagbuo ng mga plano para sa inyong mga komunidad pagtutulungan nating maabot. Hindi lamang ito para sa lahat ng kababaihan sa MNLF communities kundi para sa lahat ng naninirahan sa Bangsamoro,” said Galvez through a message read by Gallardo.

“Napakahalaga po nito sapagkat kayo mismo ang bubuo ng mga estratehiya upang maabot ang inyong mga pangarap para sa inyong mga komunidad,” he added.

In a recorded message, MNLF Founding Chair Nur Misuari likewise conveyed his gratitude to the agency and the national government for initiating this kind of program for MNLF women.

“By helping our women to prepare themselves for their future role I think is what OPAPP has in mind in trying to associate with you [MNLF women leaders] -- to afford you some facilities and opportunities so that you will not find unnecessary difficulties in carrying out your role in society and in the family. We must be grateful to them,” said Misuari.
Meanwhile, Gallardo emphasized that the activity is in line with the agency’s continued efforts to strengthen the GPH-MNLF peace process.

She said OPAPP is implementing similar capacity-building interventions to improve the lives of MNLF members such as the national government’s amnesty program for the former rebels.

“Magkakahiwalay man na activities but anchored with GPH-MNLF peace process. Ito po ay hindi hiwalay sa buo nating pagtingin sa GPH-MNLF peace process. Meron po tayong intervention per sector that is why for this activity, women po ang ating target,” said Gallardo.

During the planning workshop, MNLF women leaders shared their experiences, and discussed development and security issues they are confronting in their respective communities.

By surfacing these concerns, they were able to craft their vision, mission and strategies, as well as their five-year goals.

“We encourage everyone to share their thoughts dahil mas alam n’yo ang pinagdadaanan ng komunidad ninyo, mas alam ninyo ang kapasidad ng mga kababaihan sa MNLF,” Gallardo said.

Some of the issues raised by the women included poverty, lack of development projects, poor quality of education, lack of infrastructure, violence, harassment, and the presence of violent extremist groups in the MNLF communities.

Aside from OPAPP technical staff, the participants were assisted by Maricel Aguilar, who coached them during their visioning activity.
“’Yung mga issues [na nasabi ay] mabibigat at mahihirap. Pero kung tayo’y bibigyan ng pagkakataong mangarap, ano ‘yung itsura ng ating komunindad na ninanais nating matupad para sa atin at sa susunod na mga salinlahi,” Aguilar said.

Meanwhile, MNLF Secretariat Head Nur-Ainee Lim encouraged her fellow women leaders to take advantage of the opportunity that would strengthen and highlight women’s participation in community-building and peacekeeping in their localities.

“This is a beacon of hope that there is something in the future for the MNLF. This is a small window to a brighter future. And we have to make this work,” said Lim. (OPAPP)
