BOC enhances Trade Facilitation through upgrading of the E2M System and other processes

MANILA -- The Bureau of Customs (BOC), through the Management Information System and Technology Group (MISTG), implemented additional features in the E2M system and other processes throughout the first half of 2021 pursuant to its objective of computerizing and modernizing manual processes through ICT-related activities.

At the start of the year, the Online Release System for Export Declaration was implemented. This ensures automatic sending of release instructions to terminal operators as soon as payment is processed in E2M.

The Enhanced Value Reference Information System (EVRIS) was also upgraded by adding the features of automatic statistical calculation for minimum and maximum values, validation of values per item, and auto-substitution functionality that could be used by the assessment personnel to automatically compute for the new invoice value once the accepted value from the system is adapted upon assessment.  

The Bureau also implemented the Automated Bonds Management System (ABMS) for transit declarations and the Informal Entry System for Express Shipments which covers shipments through Air Express Cargo Operators with an invoice value of above Ten Thousand Pesos (P10,000.00) but less than Fifty Thousand Pesos (P50,000.00). A pre-payment system that covers all types of declarations was implemented.

MISTG also implemented online inquiry systems aside from the continuous enhancement of the E2M system, one of which is the General Transportation Surety Bond (GTSB) Online Inquiry which provides stakeholders a timely status of their transactions and another is an online inquiry system that will monitor the balances and utilization of pre-payment accounts in the E2M.

The Authorized Economic Operator Online Portal and the Electronic-Advance Ruling System will launch this year. Stakeholders can use both systems, the first in applying for the Authorized Economic Operator Program and the latter in applying for an advanced ruling on origin and valuation.

With these projects, BOC through MISTG ensures the continuous improvement of its current systems and sustained integration of new ones to align its processes with international standards, gearing towards becoming a customs administration that is among the world’s best. (BOC)
