Constantino in her Executive Report on July 15 during the inaugural program of the 53rd Founding Anniversary of the municipality at the Malungon Sunken Arena.
Constantino focused her report on her I-HEARD initiative. I-HEARD stands for Infrastructure, Health, Education, Agriculture, Resource Management and Environmental Protection, and Drug and Criminality Prevention.

During the address of Governor Rogelio "Ruel" D. Pacquiao, he acknowledged the legacies and accomplishments of the Constantino family in Malungon for over 50 years.
Pacquiao also appealed to the people of Malungon "to be with me" as he continues to push through his governance direction, dubbed Ronda Probinsya, which is "to bring public service closer to the people."
He said "ginasigurado nako, kauban si Mayor Tessa ug ang tanang mga opsiyales sa probinsya, matag munisipyo ug hantod sa mga barangay nga kami magtinabangay aron ipadayon pa ang paglambo sa atong probinsya."
