BUENAVISTA, Agusan del Norte -- Population and Development Officers of the different local government units in Caraga region re-assessed its plans to suit with the Department of Budget and Management (DBM)-approved Devolution Transition Plan (DTP) of the Commission on Population and Development (POPCOM), as mandated by Executive Order No. 138.
During the third quarter Regional Population and Development Conference (RPDC), POPCOM Caraga Director Alexander A. Makinano made sure that the provinces, cities and municipalities understand their specific roles and functions in the Philippine Population and Development Program (PPDP) localization, based on POPCOM-approved Devolution Transition Plan (DTP).
Director Makinano reiterated that POPCOM’s DTP provides for the strategic direction and thrust of the PPDP within the context of devolution; partnership framework between POPCOM national and regional offices and LGUs; the basic standards for the implementation of POPDEV strategies and services including prescribed organizational structure and staffing complement in the LGUs; and the capacity development strategy for national, regional and local population offices and workers.
The LGU population workers care-out a plan to closely keep tract the commitments of the local government executives during the PPDP localization alliance building and partnership conducted by POPCOM Caraga, through committee hearing, budget hearing, devolution council or devolution transition committee meeting, executive-legislative agenda, comprehensive development plan, annual investment program.
