National Security Council welcomes appointment of new Deputy Director Generals

QUEZON CITY -- The National Security Council (NSC) welcomes the appointments by the President of former AFP Chief Lt. Gen. Benjamin Madrigal Jr. (Ret.) and BGen. Marlo Guloy (Ret.) as new Deputy Director Generals of the agency last February 23, 2023.

“Generals Madrigal and Guloy were both exemplary leaders of the Philippine Army and the Armed Forces of the Philippines. I can attest to their firm devotion and service to the country. I am pleased that their leadership, professionalism, and competence will be of use once again to the nation through the National Security Council,” said National Security Adviser and NSC Director General Eduardo M. Año.

He said that Madrigal will serve as NSC Deputy Director General-Chief of Staff while Guloy will serve as NSC Deputy Director General for Operations.

Prior to his appointment to the NSC, Madrigal was the Administrator of the Philippine Coconut Authority. He also served as the 51st Chief of Staff of the Armed Forces of the Philippines and Commander of Eastern Mindanao Command (EastMinCom) when Davao Region first experienced a decline of Communist insurgency that resulted in the increase of socio-economic activities in the region.

He was also Commander of the PA 4th Infantry Division where he led the division into becoming the first major Army unit to receive the Institutionalized Status in the implementation of the Performance Governance System pursuant to the Army Transformation Program.

His leadership further led the division to become the center for medical, logistical, and mobility support at the height of the Marawi Crisis.

Madrigal graduated number 1 in the AFP Command and General Staff Course, in the Infantry Officer Advance Course, and in the Special Security and Intelligence Course.

Guloy, on the other hand, is a graduate of the Philippine Military Academy Class of 1990 and earned his Master of Business Administration from the Ateneo de Manila University. He is also a former Defense and Armed Forces Attaché to the United States of America and a Non-Resident Attaché to Canada. From July 2019 to June 2020, he served as the Vice Dean of the Washington ASEAN Defense Attaché Association and eventually was Dean from July 2020 to January 2021.

In his 32 years in the Armed Forces, he has earned four (4) Distinguish Service Stars, Gold Cross Medal, Meritorious Achievement Medal, seven (7) Silver Cross medals, and twentyfive (25) bronze medals. 

He was the Group Commander of the Philippine Army’s Intelligence and Security Group (ISG). During his term, he led the transformation of the ISG into the Army Intelligence Regiment (AIR) serving as its 1st Regiment Commander. (NSC)
