NAVAL, Biliran -- For proper commencement and successful implementation of projects for Calendar Year (CY) 2023, the Department of Public of Works and Highways (DPWH) - Biliran District Engineering Office (DEO) headed by OIC-District Engineer Alfredo L. Bollido recently conducted its first coordination meeting with the contractors for this year.
Highlights of the said meeting were some issues and concerns that were encountered both by the office and the contractors from its Prior Year (PY) project implementation.
To ensure that these problems will not recur and can be avoided for the current year’s project implementation, possible solutions and alternatives were proposed.
During the meeting, Bollido emphasized to the contractors that PY projects particularly under FY 2020, FY 2021 and FY 2022 funds have only until March 31, June 30, and December 31 this year, respectively, to finish their projects and get paid. This is in preparation for the full implementation of the Cash-Based Budgeting System which limits budget implementation of government programs to just one year in order to promote faster implementation.
With the new system, Bollido asked for the cooperation and full commitment of the contractors in complying with the requirements needed by the office for smoother and faster project implementation.
Assistant District Engineer Irwin L. Antonio also emphasized during the meeting the importance of having constant communication with the contractors in order to deliver its goals in infrastructure development.
According to Antonio, their meeting with the contractors was just the beginning of their interaction.
“We will be able to have a very vibrant friendship and stakeholder’s relationship, if we can do it we can have a progressive Province of Biliran,” said Antonio.
For CY 2023, DPWH-Biliran DEO has a total of 112 projects for implementation with a budget of P1.8-B. The said budget comprises of road widenings along Biliran Circumferential Road (BCR), slope protections, construction of diversion roads, replacement and repair/ rehabilitation of bridges, flood controls, multi-purpose buildings and construction/improvement of roads in convergence with the Department of Trade and Industry (DTI), and the Department of Tourism (DOT).
