Statement on misleading news report that PBBM provided inaccurate figures in the world university rankings during the SONA

This is to respond to a recent news report released by the Philippine Star entitled, “Fact check: Marcos falsely claims 52 Philippine HEIs included in world university rankings” on the basis that there are only 10 Philippine universities shown in THE World University Rankings, QS and CWUR.  


Philippine Star’s claim that there is “No clear and substantive evidence can be found pointing to the 52 HEIs that Marcos stated in his second SONA” is NOT TRUE. The Commission furnished this data to President Marcos based on the published reports of Quacquarelli Symonds (QS World, Asia, and Stars), Times Higher Education (THE World, Asia, and Impact Rankings), and the World University Rankings for Innovation (WURI). 


CHED reiterates its position that as of May 1, 2023, there are 52 Philippine Higher Education Institutions included in world university rankings. 

These World University Rankings are Quacquarelli Symonds (QS), Times Higher Education (THE), and the World University Rankings for Innovation (WURI) which are all recognized prestigious university rankings. These three (3) world university ranking metrics are identified by CHED pursuant to the Implementing Rules and Regulations of the RA 11448, otherwise known as the Transnational Higher Education Law.


The Center for World University Rankings (CWUR) is not a CHED-recognized international ranking metric. 


Should the CWUR be included in this group, there will be even more than 52 Philippine higher education institutions recognized in international world rankings. 


The Philippine Star also only included the THE and QS metrics which do not do justice to the exemplary performance of Philippine universities which are recognized in WURI and QS Stars.

I urge the public to be vigilant in accepting information, especially from those who claim to be ‘fact-checkers.’ CHED assures the public that we will only provide correct information  based on verified data.
