PSA Leyte, LCRPA, conduct talakayan, training-workshop on RA 11909, RA 9255

TACLOBAN CITY -- The Philippine Statistics Authority – Leyte Provincial Statistical Office (PSA Leyte) and the Leyte Civil Registry Personnel Association Inc. (LCRPA, Inc.) conducted a training-workshop on RA 11909, Amended Implementing Rules and Regulations (IRR) of RA 9255, and Talakayan last Sept. 5-6, 2023, at Baybayon ni Agalon in Albuera, Leyte.

The two-day workshop was conducted to fulfill the mutual trust and promise to the public for an efficient civil registration by capacitating and keeping abreast the civil registrars and their staff on prevailing laws, rules, and procedures relative to their duties and functions.

On the first day, PSA Leyte Chief Statistical Specialist Sheryl Ann A. Jamisola presented the salient features of RA 11909, otherwise known as the “Permanent Validity of the Certificates of Live Birth, Death, and Marriage Act,” which aims to reduce the multiplicity of requests for copies of the said civil registry documents from end users, insofar as applicable under the law.

Consequently, Regional Director Wilma A. Perante of the PSA Regional Statistical Services Office 8 (PSA RSSO8) discussed the amended IRR of RA 9255, which provides aid to non-marital children to be able to use the surname of their father insofar as the rules merit.

Regional Director Perante likewise answered Frequently Asked Questions (FAQs) on RA 9048, RA 10172, and other Civil Registration Procedures, especially those inquiries/concerns drafted by the participants during their workshop before the discussion.

On the second day, the discussion focused on the Talakayan with Stakeholders, which aimed to resolve concerns where civil registration links with the services of the concerned offices.

The Talakayan session was represented by the Assistant Schools Division Superintendent Mario Rodgie R. Sombilon of the Schools Division of Ormoc City and the Regional Alternative Child Care Office (RACCO 8) representatives, Nieves V. Balderian, OIC RACC officer, and Cherry Mae G. Bello, alternate OIC.

Moreover, PSA Leyte was able to briefly reiterate the ongoing implementation of the PhilSys Birth Registration Assistance Project (PBRAP), which is a collaborative project of the PSA with the Local Government Units (LGUs) through the Local Civil Registry Offices (LCROs).

A total of 75 participants attended the said event, which comprised the Local Civil Registrars and their staff. (AAC/with PSA Leyte)
