QUEZON CITY — Under President Ferdinand “Bongbong” Marcos Jr.’s whole-of-government approach, the Anti-Red Tape Authority (ARTA), Department of the Interior and Local Government (DILG), Department of Information and Communications Technology (DICT), and the Department of Trade and Industry (DTI) are hastening the mandatory compliance of all local government units (LGUs) to the establishment of an electronic Business One-Stop Shop (eBOSS).
Section 11(c) of Republic Act (RA) 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 mandates LGUs to implement a fully operational eBOSS for a more efficient filing of applications and issuance of local business licenses, permits, clearances, and authorizations three (3) years after the effectivity of the law.
RA 11032 tasks the DILG, DICT, DTI and ARTA to implement the said provision of the law.
In his interview with PTV 4’s Bagong Pilipinas Ngayon last 03 January, ARTA Secretary Ernesto V. Perez shared that 19 LGUs have been determined to have a fully streamlined and automated eBOSS; 16 cities/municipalities of which were awarded by ARTA with a Certificate of Commendation. These are Manila City, Marikina City, Quezon City, Navotas City, Valenzuela City, Muntinlupa City, Parañaque City, Pasay City, San Fernando City, La Union, Ilagan City, Isabela, Batangas City, Batangas, Lapu-Lapu City, Cebu, San Roque, Northern Samar, Cagayan de Oro City, Misamis Oriental, Malabon City, and Balanga City, Bataan.
Based on Joint Memorandum Circular No. 1 series of 2021, LGUs are recognized to be fully compliant based on the core eBOSS features namely an Online or electronic submission of application using the unified application form and online uploading of required documents, Issuance of electronic tax bill/ Tax Order of Payment, Integration of Barangay Clearance and Fire Safety Inspection Certificate, Online Payment using electronic/ digital facilities and gateways, and Issuance of electronic version of permits with the same level of authority as the hardcopy.
Last November 2023, DILG spearheaded an EODB compliance audit with representatives from ARTA, DICT, and DTI, which conducted a seven-day assessment to determine the efforts of LGUs in Metro Manila on their implementation of RA 11032. The ARTA team joined the audit in particular to look into the reasons for compliance and non-compliance of these LGUs and firsthand insights on their best practices on ease of doing business.
The Presidential Management Staff (PMS) has now led the charge of the government’s push for the mandatory implementation of the eBOSS as it directed the implementing agencies to conduct a nationwide eBOSS Caravan this 2024.
