Speech by President Ferdinand R. Marcos Jr. at the Talk to Troops

Thank you very much. [Will the group commander please give the order of tikas pahinga?]

Good afternoon to the officers and men and women of the Visayas Command. I am very happy to be able to come and visit with you and it is the first time that I have been able to return to Cebu since the election and the campaign last year.

And so I would like to take this opportunity to congratulate you on the parts that you played for the conduct of a good, safe, peaceful, and honest election. At kasama naman tayong lahat hindi naman maaaring sabihin na nagkaroon tayo ng malaking event kagaya ng halalan kung hindi lahat ang nagtutulungan. Kaya’t masasabi natin naging successful at naging mapayapa – ‘yun ang pinakamahalaga naging mapayapa ang ating naging halalan.

Kami ay nandito nanggaling kami – we came from – we started in Cebu City because we visited the Kadiwa center which is ‘yung ating ginagawang parang palengke para sa taong-bayan na mayroong mura na bilihin. At may groundbreaking din tayo sa bagong Bus — Rapid Bus Transit System sa Cebu City at ang kasunod doon ay pumunta kami para mag-groundbreaking sa pabahay.

Ito ang ating pinag-uusapan noong halalan, noong kampanya na gagawin natin para pagandahin natin ang buhay ng Pilipino. Ngunit kailangan malaman ng ating mga Armed Forces, kailangan ninyong malaman na hindi – kami sa civilian, hindi namin kayang gawin ‘yung aming ginagawa kung hindi mapayapa ang Pilipinas, kung hindi ang peace and order ay maayos, kung hindi masasabi natin secure ang Pilipinas.

Kung ‘yan ay inaalala natin, ‘yung ating mga pinapangarap para sa ating mga kababayan na mas magandang buhay ay hindi natin magagawa, hindi natin matutupad if the Armed Forces is not doing their job, if the Armed Forces is not continuing to protect the Republic and the Armed Forces is not continuing to protect the citizens of the Philippines. Kaya’t the foundation of all that we do is peace.

Pagka ako’y bumabiyahe at ipinapaliwanag ko sa ating mga kaibigan kung ano ang ating foreign policy, kung papaano ang trato natin sa mga ibang bansa ay madaling-madali lang ang sagot ko. Ang lagi kong sinasagot ay ang Pilipinas ang habol lang ng Pilipinas ay ang kapayapaan.

Our foreign policy is guided by a commitment to peace and guided by the national interest. Kaya’t kapayapaan ang pinakamahalaga.

Ngayon, ang dating — siguro noong una kayong pumasok sa serbisyo, ang pagturo sa inyo sa mission na inyong gagawin ay nagbago na at nakikita naman natin siguro nababalitaan ninyo at pinapaliwanag sa inyo ng mga opisyal kung ano ba talaga ang nangyayari at paano nagbabago ang mission, hindi lamang ng Air Force kung hindi sa lahat ng command ng AFP.

Dahil kung dati ay mayroon tayong sinasabi na maliwanag na boundaries sa ating bansa, ngayon ay kinukwestiyon ‘yan at maraming nangyayari kaya’t napakalaking mission ang ginagawa ngayon ng Air Force para tuluyang bantayan ang Pilipinas.

Ngayon, alam naman natin na ang Pilipinas ay maliit lamang na bansa ngunit kailangan pa rin natin panindigan ang ating teritoryo, kailangan pa rin natin ipaglaban ang karapatan ng bawat Pilipino dahil tayo naman, the Philippines is a sovereign nation, the Philippines has a functioning government and that functioning government includes the members of the military and that is why it remains to be our duty to protect the country, to protect our citizens.

I can say though, madali naman sigurong makita sa nakaraang ilang taon that the Armed Forces has never failed the country and a grateful Philippines knows that. Kahit kung minsan kasi ang ating mga sundalo, ang ating mga kawal ay nasa kampo lamang at hindi niyo nakakausap ang mga civilian.

Ngunit kailangan niyong malaman na bawat isa sa kanila ay nauunawaan at nagpapasalamat sa inyo sa inyong serbisyo, nagpapasalamat sa inyo sa inyong mga naging sakripisyo at nalalaman ng buong Pilipinas kung gaano kahirap ang trabaho ninyo at nararamdaman ng buong Pilipinas ang malaking pasasalamat sa inyong pagserbisyo.

Ngayon ay humaharap tayo, we are facing a more complex foreign situation in the Philippines. Kagaya nga ng sinasabi that in this part of the world, dito sa Pilipinas, South China Sea, lahat ‘yan ay talagang sinasabi pinakakomplikadong geopolitical situation sa buong mundo.

Kahit na may giyera sa Ukraine ay dito sa South China Sea sinasabi ito ‘yung pinakamahirap na problema at pinakakomplikado na problema.

Kaya’t sinasabi ko ‘yung mission ng AFP, ‘yung mission ninyo ay nagbago na. At kailangan natin bantayan nang mabuti ‘yung ating dating hindi kailangan masyadong isipin.

There was a time where we did not have to worry about these threats and the intensification of the competition between the superpowers.

For many, many years, we were able to maintain that peace and maintain that understanding with all of our neighbors. Now things have begun to change and we must adjust accordingly.

But I know in my heart, I know that our men, our officers, our men, our women in the military will always stand up, will always stand up to the challenges that the Philippines faces in the best tradition of the military, in the best tradition of our heroes that have gone past. Once again, we continue to see heroes being made in our military.

Keep up the good work. The country thanks you. The country is counting on you. Thank you and good afternoon. [applause]
