Today, in the vibrant heartland of Ilocos, I stand before you, representing the Philippine Information Agency, to deliver a message of hope and inspiration following President Ferdinand Marcos Jr.'s recent State of the Nation Address.

The President's address, delivered on July 24, has cast a radiant light on our nation's path forward.

It's not merely words; it's a blueprint for progress, a symphony of aspirations.

His vision encompasses every sector of our society, reflecting his commitment to steering our beloved Philippines to greater heights.

In particular, the President outlined robust plans and priority legislations across multiple domains, embracing the vital sectors of agriculture, education, healthcare, infrastructure, and foreign policy.

But today, our focus turns to agriculture—a cornerstone of both the Philippines and Region 1’s economies. It's a sector that provides livelihood and ensures our nation's food security.

The President's strategy is clear: consolidation, modernization, mechanization, and value chain enhancement.

It's about connecting our farmers through farm and fisheries clustering, forming cooperatives, and providing assistance to those in need.

The vision includes strengthening biosecurity levels, enacting new agrarian emancipation acts, and prioritizing essential tax measures related to agriculture and fisheries.

Just two weeks ago, President Marcos also signed Executive Order No. 39 imposing caps on rice prices as a measure to arrest surging costs caused by the manipulation of smugglers and hoarders.

This intervention would not last long as the supply of the staple is expected to increase with the onset of the harvest season and the arrival of rice imports.

While rice retailers, who may be affected by the mandated price ceiling, are also assured that the government is ready to assist.

Amidst all these efforts, let's not forget that in this grand symphony, we have a crucial role to play.

Information, education, communication, and advocacy are the pillars that will help us realize these aspirations.

We must engage and participate, not just as farmers and fisherfolk but as a united society.

Our government agencies, line agencies, and local government units must work hand in hand, embodying a whole-of-government and whole-of-society approach.

As Director General of the Philippine Information Agency, I urge each of you to be torchbearers of this vision.

Let us champion the cause of Tatak Pinoy, proudly Filipino in all our endeavors.

Together, we will turn these dreams into reality.

Together, we will build a brighter future for the Philippines, where prosperity reaches every corner of our great nation.

Ngayon, sa masiglang puso ng Ilocos, nakatayo ako sa harapan ninyo, na kumakatawan sa Philippine Information Agency, upang maghatid ng mensahe ng pag-asa at inspirasyon kasunod ng State of the Nation Address kamakailan ni Pangulong Ferdinand Marcos Jr.

Ang talumpati ng Pangulo, na ibinigay noong Hulyo 24, ay nagbigay linaw sa landas ng ating bansa.

Ito ay hindi lamang mga salita; ito ay isang blueprint para sa pag-unlad, isang simponya ng mga adhikain.

Ang kanyang pananaw ay sumasaklaw sa bawat sektor ng ating lipunan, na sumasalamin sa kanyang pangako sa pag-akay sa ating minamahal na Pilipinas sa mas mataas na antas.

Sa partikular, binalangkas ng Pangulo ang mga matatag na plano at mga prayoridad na batas sa iba't ibang sektor gaya ng agrikultura, edukasyon, pangangalagang pangkalusugan, imprastraktura, at patakarang panlabas.

Ngunit ngayon, ang ating pokus ay bumabaling sa agrikultura—ang pundasyon ng ekonomiya ng Pilipinas at Rehiyon Uno. Ito ay isang sektor na nagbibigay ng kabuhayan at tinitiyak ang seguridad sa pagkain ng ating bansa.

Malinaw ang diskarte ng Pangulo: konsolidasyon, modernisasyon, mekanisasyon, at pagpapahusay ng value chain.

Ito ay tungkol sa pag-uugnay sa ating mga magsasaka sa pamamagitan ng farm at fisheries clustering, pagbuo ng mga kooperatiba, at pagbibigay ng tulong sa mga nangangailangan.

Kasama sa bisyon ang pagpapalakas ng mga antas ng biosecurity, pagpapatibay ng mga bagong agrarian emancipation acts, at pagbibigay-prayoridad sa mga mahahalagang hakbang sa buwis na may kaugnayan sa agrikultura at pangisdaan.

Dalawang linggo lang ang nakalipas, nilagdaan din ni Pangulong Marcos ang Executive Order No. 39 na nagpapataw ng limitasyon sa presyo ng bigas bilang isang tugon sa tumataas na presyo dulot ng pagmamanipula ng mga smuggler at hoarder.

Hindi magtatagal ang interbensyon na ito dahil inaasahang tataas ang suplay ng mga pangunahing bilihin sa pagsisimula ng panahon ng pag-aani at pagdating ng pag-angkat ng bigas.

Tiniyak naman ng gobyerno na handa itong tumulong sa mga retailer ng bigas na maaaring maapektuhan ng mandated price ceiling.

Sa gitna ng lahat ng pagsisikap na ito, huwag nating kalimutan na mayroon tayong mahalagang papel na dapat gampanan.

Ang impormasyon, edukasyon, komunikasyon, at adbokasiya ang mga haligi na tutulong sa atin na maisakatuparan ang mga adhikain na ito.

Dapat tayong makisali at lumahok, hindi lamang bilang mga magsasaka at mangingisda kundi bilang isang nagkakaisang lipunan.

Ang ating mga ahensya ng gobyerno at lokal na pamahlaan ay dapat magtulungan sa pagtugon sa mga pangangailangan ng mamamayan.

Bilang Direktor Heneral ng Philippine Information Agency, hinihimok ko ang bawat isa sa inyo na maging mga tanglaw ng pangitaing ito.
