'Tahilpa': The 1st Apayao PMFC's best practice

The 1st Apayao PMFC, in coordination with the Department of Agriculture, distributed seeds to an IP community in Luna.

The 1st Apayao Provincial Mobile Force Company (PMFC) regularly conducts community visitations and engagements to further boost its community ties.

During their community visits, they get to see the situation, engage  and  listen  to  the people in remote communities  including the Agta in the province who are solely reliant from the resources in the mountains.

The unit  figured the need to provide capacity building among these communities to become self-sufficient. Thus, the birth of the 'Tahilpa', the emerging best practice of the unit.

'Tahilpa' is an Isnag terms which means seed.

The 1st Apayao PMFC chose Tahilpa  as title for their   project   inspired by  a  quote from Chinese philosopher Lao Tzu , “Give a man a fish and you feed him for a day. Teach him how to fish and you feed him for a lifetime.” 

"Ti aim garud dijay program is to ensure a sustainable, affordable, applicable nga livelihood projects ken programs for the community (The program aims to ensure a sustainable, affordable, applicable livelihood projects and programs for the community)," said 1st Apayao PMFC information officer PCpl. Ivy Tao-ey in an interview.
 
Last year, the 1st Apayao PMFC partnered with the Department of Agriculture and they distributed vegetable seeds to an indigenous people’s community in Tuek, Bacsay, Luna.
 
This year, they continued the initiative by conducting Mushroom Production Seminar and  Workshop in different barangays. They have capacitated the residents of Barangay Calayucay in Luna and Upper Atok in Flora.
 
Recently, they conducted the same seminar and workshop in Barangay Salvacion, Luna capacitating the barangay officials, women, and parents in the community.

Pat. Clinton Misuno of the unit who trained under the Technical Education and Skills Development Authority, serves as a trainer discussing and demonstrating   the proper procedures of growing straw mushrooms.

Tao-ey explained that some of their personnel underwent seminar with TESDA and part of their commitment is to cascade to the community what they have learned.
 
"Adda met dagiti graduates mi iti Agriculture, bale isuda ti immuna nga naglec-lecture nu kasanu nga agpatubo, nu kasanu nga agaramid iti pagpatubuan (We have Agriculture graduates, they are the ones lecturing how to grow and how to prepare the planting area)," she said.
 
She also bared that they also plan to initiate soap making training  soon.
 
Embodying the motto of the Philippine National Police which is “To serve and protect”, the 1st Apayao PMFC commits to continue empowering communities to uplift the lives of the people especially the grassroots, thus, reducing poverty which also contributes in achieving of the visions of the National Task Force to End Local Communist Armed Conflicts.
