The local government unit of Besao, Mountain Province shared its best practices that they have been implementing, and has contributed in the competitiveness index of the LGU.
 
Mayor Bryne Bacwaden, during the recent 9th Regional Cities and Municipalities Competitiveness (CMCI) Recognition Ceremony, emphasized the “presence of collective effort and consciousness among the LGU to comply with the directives coming from the national government and other government instrumentalities and to adopt such directives to the actual situation on the ground”.
 
In compliance to   Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018ease of doing business, Bacwaden said that they have developed their own business permits and licensing information system (BPInfoSys) providing more convenience to business owners and faster issuance of their business permits and licenses.
 
The mayor added that during the COVID-19 pandemic, the LGU paid for the installation of a satellite terminal that supplies internet services to six barangay halls, three elementary schools, three secondary schools, and other offices. They also established a free access neighborhood internet.

“Earlier this year, another satellite internet terminal was installed to supply the internet needs of three barangay halls, seven primary and elementary schools, and one secondary school. The LGU pays for the unlimited internet load of these terminals including the load of one terminal that was donated by yours truly,” Bacwaden shared.
 
He added that the internet connectivity of four schools is in the pipeline to fully subsidize the internet needs of all schools and all barangay halls of the municipality.
 
All of these, according to the local chief executive, are in line with the LGU’s SUMYA Development Goal 2022-2025. SUMYA stands for Sustained community development, United yBesaos, Managed and protected ancestral domain, Yearly high yield produce, and Achieved empowered healthy and resilient umili.

Bacwaden attributes the award to the cooperation of the stakeholders and constituents in the municipality and he hopes that this continues as the LGU targets to attain ranking in other pillars of the competitiveness index.
 
“In a nutshell, SUMYA in its literal and profound meaning is making Besao a progressive and resilient community, making the local government unit a bureaucracy committed to serving its constituents in providing the citizens with equal opportunity to build better and decent lives especially the marginalized,” he ended.
