Proudly iSabangan: The first female police general in CAR

In a still male-dominated profession, a lady police officer from the municipality of Sabangan in Mountain Province shines becoming the first female police general in the Cordillera region.

She is Police Brigadier General Jezebel Dominguez Medina, the first Igorota to be promoted to one-star rank.

PNP Chief General Rodolfo Azurin Jr. led the donning of star ranks to Medina and the other newly promoted police officers at Camp Crame, Quezon City on Monday, December 12, 2022.

Medina is the acting chief of the PNP Health Service. A dentist by profession, she entered the service through lateral entry in 1993

An innovator and goal-oriented, Medina pioneered “Bagong Ngiti sa Dating Bungi” Program in 2004 and being replicated in the different regions under the banner "Serbisyong May Ngiti para sa Kapulisan."


 

She is also driving force behind the success of the Enhanced Monitoring of Police Overall wellness or EMPOw, formerly called Oplan Tokhang Kalusugan. The program   introduced at Police Regional Office 3 when she was  the Regional Chief of the Medical and Dental Unit 3,   was able to improve health status personnel diagnosed with Diabetes, Hypertension and Dyslipidemia thru quarterly medical consultation and monitoring, and prescription of free maintenance medications. 

The EMPOw program was launched in the Cordillera region back in July this year and it has already benefitted the police officers and personnel of the PRO-Cor.  

The Igorota general is married to B/Gen. Remus B. Medina, director of the Personnel Holding and Accounting Unit. With her promotion, they reportedly are the first husband and wife generals in active police service. 

During the ceremony, PBGen. Medina was accompanied by her husband  and their children.

Meanwhile, six other Cordillerans were promoted along with Medina. Now two-star or Major General Edgar Allan Okubo, Director of the PNP Special Action Force and MGen Ritchie Posadas, Deputy Director of the APC Southern Luzon. The other newly promoted Cordilleran Generals are Police Brigadier General Ramil Saculles of the Office of the Directorial Staff, P/BGen. Mark Pespes of the Headquarters Support Service, P/BGen.Patrick Joseph Allan of the Police Regional Office Cordillera, and P/BGen.
