ILOILO CITY (PIA) - - Iloilo City Mayor Jerry Treñas issued Executive Order No. 61 which provided for the guidelines for the implementation of the Enhanced Community Quarantine (ECQ) in the metro.
EO No. 61, issued on July 17, took effect on the same date unless otherwise modified, extended or lifted earlier following the Inter-Agency Task Force (IATF) Resolution No. 127-E series of 2021 which placed immediately the city and province of Iloilo under ECQ upon the recommendations of the Department of Health, its Technical Advisory Group, and the Technical Working Group on COVID-19 Variants until July 31.
With Treñas' new EO, curfew in this city is now be from 9:00 P.M. to 4:00 A.M. except those whose work arrangements in BPOs/KPOs, warehouses and logistics (and similar businesses), ports, arrastre, food manufacturing, storage and preservation, hospitals, media, and other similar businesses or occupation that require employees to go after curfew hours.
Vulnerable sectors that include persons more than 65 years old and below 18 years old; pregnant women, persons with comorbidities, immunodeficiencies, and other risk factors; and persons with disabilities are required to remain in their houses except when highly indispensable under the circumstances for obtaining essential goods and services from permitted industries and offices; other essentials; to seek medical or clinical care; or go to the hospital; or to seek medical consultation.
Close contacts of confirmed COVID 19 positive persons shall be subjected to RT-PCR testing and 14-day mandatory quarantine. Those who yield negative result shall continue to complete the 14 days and be allowed to reintegrate into society once quarantine course is finished while those who yield positive result shall be subjected to RT PCT testing after their 14-day quarantine, and will only be given clearance to return to normal activities after a negative result.
Public consumption of alcoholic beverages is prohibited, but sale is allowed from 8:00 a.m. to 6:00 p.m.
Also specified in the EO are the industries, establishments and activities allowed and prohibited during the ECQ period.
Road, maritime and aviation sectors of public transportation shall be allowed to operate at such capacity and protocols in accordance with guidelines issued by the Department of Transportation (DOTr).
The use of active transportation such as biking is highly encouraged however, biking for leisure is temporarily prohibited.
Mass gatherings of any kind including those gatherings at residences with person outside of one’s immediate household are prohibited.
Religious denominations may continue their services provided that the maximum number of attendees not exceed 10 percent capacity of the venue.
Gatherings for wakes, inurnment, funerals for those who died of causes other than COVID 19 are allowed, provided full compliance with the prescribed minimum public health standards, with persons limited to not more than 10 individuals visiting at a time, regardless of venue capacity.
The maximum number of days for the conduct of wakes shall be three days from the time the remains of the deceased are first displayed no matter whether the family or significant others of the deceased choose more than one venue for the same.
Funeral/burial services are allowed provided that only immediate family members up to the first degree and a religious minister with an assistant are allowed to attend and shall in no case exceed 40 persons.
As stated in EO 61, on June 16, the Department of Health reported the detection of additional cases infected with Delta variant to include 2 cases from Region 6 prompting the abrupt decision of the national IATF as announced by Presidential Spokesperson Harry Roque to escalate the quarantine classification of Iloilo City to ECQ.
