SAN JOSE, ANTIQUE (PIA)– Department of the Interior and Local Government (DILG)- Antique is preparing the local government units in the province for the full devolution of basic services and facilities through a virtual Devolution Transition Plan (DTP) during Executive Orientation recently in anticipation of the implementation of the Supreme Court (SC) on Mandanas-Garcia ruling.
DILG Information Office Judy Mae Sajo, in a press release, said that President Duterte signed Executive Order 138 and its Implementing Rules and Regulations (IRR) which mandates all provinces, cities, municipalities, and barangays to prepare their DTPs in close coordination with the NGAs concerned.
The DTP shall serve as LGUs' roadmap to ensure strategic, systematic, and coherent actions towards their full assumption of devolved functions and services starting 2022.
DILG Regional Director Juan Jovian Ingeniero assured the LGUs that the DILG will assist them every step of the way to ensure that they are ready to full devolution starting with their preparation of DTPs.
He cited that 90% of the LGUs in Antique have already created their LGU transition committees on devolution.
Provincial Director Cherryl Tacda emphasized to the participants during that in preparing their DTPs, LGUs are encouraged to closely coordinate with national government agencies especially with regards to the devolved functions and services critical to them.
DILG Cluster Head Grace Natalie Azarraga also said that LGUs are directed to formulate their respective Capacity Development Agenda (CDA) based on the assessment framework and guidelines issued by the DILG-Local Government Academy (LGA).
