OPAPP, 4ID complete peace promotion course

CAGAYAN DE ORO CITY (PIA)--As part of the administration’s focus on attaining peace in the country with minimal bloodshed, the Office of the Presidential Adviser on the Peace Process (OPAPP)-10 held its 3-day Conflict-Sensitive and Peace Promoting (CSPP) Course with the 4th “Diamond” Infantry Division (4ID) to capacitate soldiers with a deeper understanding on the core causes of violence and conflict as a precursor for the development and sustainable peace.

“This is one of OPAPP’s technology that we are cascading among different implementing agencies and peace partners,” OPAPP Social Healing and Peace-Building Department Director Vanessa Vianca Pallarco, November 26.

Having partnered with the Armed Forces of the Philippines (AFP) Peace and Development Office, OPAPP aims to cascade the CSPP among the different Infantry Divisions in the country in support of the six-point peace development agenda and local peace engagement initiatives of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

“The three-day basic course will help the participants identify the interventions and approaches for peacekeeping and non-conflict operations, as well as the current military training programs for the application of conflict-sensitivity,” Assistant Division Commander for Reservist and Retirees Affairs Michele B Anayron Jr said.

In the course, the participants discussed issues on conflict analysis and its mechanisms of how communities resort to violence and extremism, and ways to prevent and counter in a non-violent manner.

Understanding Conflict. With the culmination of the 3-day Conflict-Sensitive and Peace Promoting (CSPP) Course, the 4th “Diamond” Infantry Division (4ID) soldiers now has a deeper understanding on the core causes of violence and conflict as a precursor for the development and sustainable peace. 4ID Commander Major General Romeo S Brawner Jr, a graduate of the course, on his prerecorded message lauded the culmination as timely and relevant especially with their recent campaigns and high rebel returnees.

“With the successive debacles of the Communist Terrorist Group (CTG) aggravated by the surrender of the former rebels (FRs), there is a need to strengthen our partnership with the vulnerable, marginalized, Indigenous Groups, LGUs and other institutions to maintain the peace and order, and to morally eradicate the CTG,” he said.
