NTF-ELCAC puts P27.2M for livelihood, employment in Bicol

LEGAZPI CITY, Albay (PIA) -– The Poverty Reduction, Livelihood and Employment Cluster (PRLEC), under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), has allotted P27,289,585 million for skills training and income opportunities to 49 barangays in Bicol.

The Technical Education and Skills Development Authority (TESDA), as the lead agency of PRLEC, has provided livelihood opportunities to residents in vulnerable areas to help barangays become insurgency-free.

“The PRLEC aims to develop self-reliant, productive, resilient and sustainable communities through various development programs,” TESDA Bicol information office Ria Castor Gomez said during Ugnayan briefing on Wednesday.

From 4,348 beneficiaries of TESDA scholarships, about 3,242 were able to graduate. A total of 972 were certified and were able to earn from their work.

These barangays were initially identified to be cleared from the threats of communist-terrorist groups through the Support to Barangay Development Program (SBDP) of NTF-ELCAC.

The SBDP is the result of President Rodrigo Roa Duterte’s Executive Order 70 which aims to deliver the basic services and needs of the public in order not to associate with the rebel groups.

One of the unlocked achievements of PRLEC in 2021 is the establishment of production site and a trading post of agriculture products for every priority barangay in identified barangays in Camarines Norte, Sorsogon and Masbate. 

Residents were trained to create community vegetable garden, poultry and goatery. As results to these, cooperatives, training hubs and processing centers were also established.

"What is good about these programs is that even though they come from different age groups, they are willing and committed to embrace developments. They cooperate to learning farming, agricultural products and even financial management," Gomez said.

With more PRLEC-identified barangays, Gomez said that TESDA, together with all coordinating agencies will continue to expand its services and widen its programs to support and help elevate poor communities, particularly those from far-flung areas. (KAVB-PIA5)
