Prioritize 'people development', RDC chair stresses

VIGAN CITY, Feb. 26 (PIA) – Vigan City Mayor and Chairperson of the Regional Development Council (RDC)-Region 1 Juan Carlo Medina said that the State of Stable Internal Peace and Security in the Ilocos region can be sustained with the help of everybody.

“As long as we prioritize development, not just infrastructure but also people development, this status can be sustained, not just now but through the coming years,” Medina said.
 


“It is the role of the mayors, governors, and the barangay captains to provide the necessary services so that our constituents do not cross over to the leftist groups. This is also why we need to help each other, not only the government but the private sector as well,” said the mayor.
 


He reiterated that the services of the government such as medicines from the barangay health unit and access to passable roads, especially in the barangay level, must be provided to the constituents.
 
The region is the first in the Philippines to be declared under this status.


The RDC-1 Chairperson, along with National Security Adviser Secretary Hermogenes Esperon, Jr., Deputy Director-General of the National Security Council Undersecretary Vicente Agdamag, Regional Peace and Order Council (RPOC) Chairperson Governor Francisco Emmanuel Ortega III, Commander of the Philippine Army 702nd Brigade Brigadier General Krishnamurti Mortela, National Economic and Development Authority (NEDA) Ilocos Regional Director Nestor Rillon, and other officials signed the joint Resolution No. 1, Series of 2022 affirming this on Thursday, February 24 in San Juan, La Union.

Mayor Medina said that the RDC-1 has always been active from the planning, to the programming, and the budgeting, in partnership with other agencies and sectors, on the development of the Ilocos region, through the implementation of certain projects that would benefit its citizens.
 
He mentioned, “We can envision that through development, we can uplift the lives of our citizenry, making them more equipped to handle the hardships of their lives.”

This achievement of having a region that has stable internal peace and security, according to the RDC-1 chairperson, would not have been possible without the leadership of Secretary Esperon and the hard work of all the 12 clusters.
