VIGAN CITY, Mar. 25 (PIA) – The Provincial Government of Ilocos Sur (PGIS), through the leadership of Governor Ryan Luis V. Singson, expands its Reaching Your Areas Now (R.Y.A.N.) Capitol Outreach Program to all 32 municipalities and two cities in the province for the month of March.
Through the province-wide project, the PGIS provided farm equipment and machineries to farmers' associations, and fish feeds for the fishery sector.

Ilocos Surians also availed of the on-site services and assistances the provincial government prepared such as agricultural inputs, veterinary biologics, Assistance to Individuals in Crisis Situation (AICS), free consultation, medical and dental services and free medicines.
The outreach program had its initial kickoff in the municipality of Sigay, Ilocos Sur on March 7, 2022, and has reached the municipalities of Salcedo, Santiago, Cabugao, Sinait, Narvacan, Santa Cruz, Tagudin, and Burgos, including the City of Vigan to mention a few.

During the leg of the program conducted in Vigan City on March 18, 2022, Governor Singson said, “We immediately scheduled this long-delayed outreach program of the provincial government when our province was put under Alert Level 1.”
He noted that the outreach program was supposed to be a 2020 project but was postponed due to the constraints of the coronavirus disease-2019 (COVID-19) pandemic.

The governor expressed his gratitude to the citizenry for their strict compliance of the health and safety protocols imposed during the height of the pandemic which helped the government in controlling the situation citing that Ilocos Sur is the province with the lowest number of COVID-19 cases in all of Region 1.
One of the beneficiaries from the Vigan Corn Cluster Farmers Association, Wilson Navarro said, “We are thankful to the provincial government for this annual program, for this assistance that we received. Every barangay was given machines, planters for corn and vegetables, and water pump.”
