ZC orders use of non-sexist language in all local docs

ZAMBOANGA CITY, May 30 (PIA) – The City Government of Zamboanga approves Administrative Order No BC-737-2022, an order adopting and promoting the use of non-sexist language in all official documents, communications and issuances in the City Government.

The Administrative Order signed by City Mayor Beng Climaco takes effect on May 6, 2022. Through this implementation and adoption of the Civil Service Commission (CSC) Memorandum Circular No. 12, series of 2005, the City Government of Zamboanga ensures enhancing the gender-sensitivity measures by observing the use of gender sensitive or non-sexist language judiciously.

CSC issuance promotes gender awareness in government offices, especially that government officials and employees encounter gender issues every day, the memorandum will also encourage the employees to make conscious effort to avoid implicit and explicit discriminatory language against women and men and will promote gender-sensitivity in workplace.

Wilfredo Aporongao, Zamboanga City Gender and Development Officer under the City Mayor’s office highlighted that the practice of gender-fair communication among employees will help increase gender sensitivity in the workplace, avoid discriminatory words that reinforce stereotypes, and eventually contribute to a more inclusive social change.

"We are hopeful that we can translate it in our daily lives and start the change we want for our city. As language influence and reflects attitude, treating everyone equally requires us to first change the way we speak,” Aporongao added.

Moreover, some suggestions on how to use non-sexist language are to eliminate generic use of He, His or Him unless antecedent is obviously male; eliminate the generic use of Man, instead use People, Human, Human Being; eliminate sexism in symbolic representations of gender in words, sentences and text; eliminate sexual stereotyping of roles and when addressing persons formally.

The CSC emphasizes that language is an essential tool in communication. It articulates consciousness, reflects culture, and affects socialization. Hence, the need to recognize the importance of transforming language from traditional language to more liberating language, that is gender-sensitive.
