16 4Ps beneficiaries delisted due to cash card pawning

DAVAO CITY, June 14 (PIA) - Some 16 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in Davao region were delisted due to cash cards pawning.

During the Kapihan sa Dabaw at NCCC Victoria Mall, John Ruzcel Sampiano, regional grievance officer of Pantawid Pamilya in the Department of Social Welfare and Development XI, disclosed that one of the rampant violations of the 4Ps beneficiaries in the region is cash card pawning.

Sampiano also revealed that before they crash out the names of the beneficiaries in the list, the office will give two written warnings to the violators.

“After that, if there is no behavioral change (meaning) habitual na ang pagpawn, final sanction na, which is delisting,” he said. (After that, if there is no behavioral change (meaning) pawning of the card has been a habit of the violator, so we will implement the final sanction, which is delisting.)

The regional grievance officer also bared that since January 2022, 487 beneficiaries received first warning, and 30 got second warning due to cash card pawning.

Sampiano said that among the reasons of the beneficiaries for the misbehavior are emergency like for hospitalization, some were persuaded by their co-beneficiaries, and some were deceived to pawn their card.

However, he added that “dili option si cash card pawning para ana nga mga need. We have many programs and services na mahatag sa ilaha.” (Cash card pawning is not an option for those needs. We have programs and services that we provide to them.)

Sampiano added that the case managers can refer them to the programs of DSWD like in the crisis intervention unit, or to the local government unit.

The grievance officer stressed that the delisted beneficiaries can no longer avail of the 4Ps again.

“Dili na jud (sila makabalik) kay the guidelines did not provide na makabalik sila. That is one of the cases na non appealable,” he said. (The delisted beneficiaries can no longer be listed again because the guidelines did not provide a policy that they can still avail of the program. That is one of the cases that is non appealable.)

As of May 30, 2022, DSWD XI reported 275,425 active households or 1,503,191 beneficiaries of the program. (PIA XI/Michael Uy)
