Child labor rises in Isabela City amidst pandemic

ISABELA CITY, Basilan, June 21 (PIA) – The Department of Labor and Employment in Isabela City said on Monday (June 20), during the PIA regular radio program, that child labor in Isabela City has increased during the COVID-19 pandemic, which started in 2020.

Criselle Puno, Community Facilitator for Child Labor Program said their office has identified 855 child laborers in Isabela City in 2021. The report points to a significant rise in number of child laborers when compared to the previous statistics on child laborers in 2018 with 264, and 247 in 2019.

Puno explained that these identified and considered child laborers are engage to work which are hazardous to their health. She said that based on profiling, child labor in Isabela City increased due to the financial needs of every family.

“Many children in Isabela City do fishing, selling plastic bags, stone breaker without safety equipment, which is not applicable for minors,” Puno said.

Marlyn Anoos, Senior Labor and Employment Officer said that child labor often happened because of two reasons: poverty and unemployed parents. However, Anoos said that because of blended learning and strict quarantine protocols during the pandemic, most children felt bored at home; thus some of them joined their parents or their family members in work to earn a living for their family.

Meanwhile, Anoos also stressed that for whatever reasons, any jobs that are considered hazardous to the child’s health -- physically, mentally, emotionally, and inconsistent with his/her age is considered as child labor.

Anoos also discussed some interventions that are being implemented in the city to help families of child laborers and to possibly prevent child labor.

She mentioned some of the intervention measures include provision of livelihood starter kits and temporary employment under the Tulong Panghanapbuhay Sa Ating Disadvantaged/Displaced Workers (TUPAD) Program. She also emphasized the cooperation of different agencies, public and private sectors nationwide who conducted livelihood programs with the help of the Public Employment and Service Office (PESO).

“The DOLE is very much thankful to all our partners here in Isabela City lalung-lalo na sa ating LGU na talagang tumutulong at nagbibigay ng support upang matulungan natin ang ating mga kababayan lalung-lalo na upang maiwasan itong child labor. Nagpapasalamat ang DOLE sa ating mga partners kasi kung wala po sila, hindi po kaya ng DOLE na maibsan ito,” Annos said.

Moreover, Anoos emphasized the need for cooperation and unity towards recovery for the New Normal with the help of different sectors in the community. She also called for the help of different barangays in Isabela City to help them in implementing programs in their community especially to address child labor, which is very alarming.

“Sa ating mga barangays, sana ay makita din natin ang involvement nila at makipagtulungan sila kasi dapat barangay level palang na-aaddress na at meron din silang BCPC,” she stressed.

In the Philippines, Anoos said there are several offices who help them solve child labor such as National Council Against Child Labor, Department of Labor and Employment (DOLE), Department of Social Welfare and Development DSWD, Department of Education (DepEd), Department of Health (DOH), Department of Interior and Local Government (DILG) for endorsement of profiling in the barangays, Department of Justice (DOJ), Department of Agriculture (DOA), Department of Environment and Natural Resources DENR, National Commission of Muslim Filipinos (NCMF), Philippine Information Agency (PIA), TESDA, Council of the Welfare of the Children, National Youth Commission, National Commission of Indigenous People, Philippine Statistics Authority, Philippine National Police, National Bureau of Investigation and the National Anti-Poverty Commission Basic Sector of Children.
