DOE, PLGU, DTI hold IEC campaign on Downstream Oil Industry

CABARROGUIS, Quirino (PIA) - - The Department of Energy (DOE) Luzon Field Office together with the Provincial Local Government Unit (PLGU) and the Department of Trade and Industry (DTI) recently conducted an Information, Education, and Communication (IEC) Campaign regarding the Downstream Oil Industry at the provincial capitol gymnasium.

DOE Chief Science Research Specialist Engr. Romulo B. Callangan Jr said the IEC campaign aimed to update the gasoline station owners, LPG gas dealers, and retailers on the rules and regulations governing the business of liquid fuels and Liquefied Petroleum Gas.

Callangan further said the IEC also aimed to inform the consumers of their rights and obligations as well as provided them with safety tips on the consumption of petroleum products such as LPG and liquid fuels.

Among the topics discussed were: Overview of the rules and regulations governing the business of liquid fuels and LPG, LPG cylinder standards, and Consumer safety tips regarding LPG and Liquid Fuels.

The said IEC Campaign was attended by some national government agencies, provincial offices, and industrial players such as gasoline station owners and LPG sellers in the province.

Prior to the conduct of IEC, the DOE had a conference with the PLGU and some national government agencies and addresses some concerns raised by various sectors on the disparity of prices of petroleum products.

Callangan explained that as per Republic Act No. 8479, also known as the Downstream Oil Industry Deregulation Act of 1998, government control on the pricing, exportation, and importation of petroleum products has been removed allowing market forces to dictate oil prices.

“The prices are high as we are importing petroleum products so we have to find ways to conserve, for example in the use of our cars, maybe we can just walk to be able to save. Let us all do whatever we can, so we can save,” Callangan said.

Callangan also said they will conduct inspection of the gasoline stations and LPG retailers as requested by the provincial government to check their compliance with standards for liquid petroleum products sold in their outlets.

The DOE official said this is to ensure that the quality of petroleum products sold in the gasoline outlets meet the standards and the gas pumps are correctly calibrated. (OTB/TCB/PIA Quirino)
