SAN FERNANDO CITY, July 14 (PIA) -- The Ilocos Training and Regional Medical Center (ITRMC) located in this city conducted a hybrid public consultation on the draft Implementing Rules and Regulations (IRR) of Republic Act 11724.
Stakeholders such as the members of the ITRMC’s Multi-Sectoral Governance Council, hospital doctors and nurses, and the general public attended physically at the Renaissance Hall while the others joined through the live video broadcast.
On April 29, 2022 former President Rodrigo Roa Duterte signed RA 11724 which increases the bed capacity of the ITRMC from 300 to 800.
Dr. Eduardo M. Badua, ITRMC medical center chief, lauded the signing of the new law that will greatly help improve the capacity of the hospital in providing high-quality medical care.
“RA 11724 shall address problems on overcrowding, inadequate and outdated equipment, insufficient manpower complement, and scarce financial resource,” Badua said.

The center chief informed that the law provides the mandate and authority to ITRMC to develop, expand, and upgrade in order to meet the needed health requirements of the people.
The law, he continued, is consistent with the hospital’s five-year development plan.
“The approval of the IRR as well as the implementation of RA 11724 shall allow ITRMC to be able to execute its development plan,” he said.
Aurora Casuga, a senior citizen from this city, attended the public consultation and expressed her approval of the IRR and the full implementation of the law.
“Maraming makikinabang not only for the people of San Fernado but the whole region, and it is really comparable to the hospitals in Manila,” she said.
Former La Union Vice-Governor Aureo Nisce, now Multi-Sectoral Governance Council chairperson of ITRMC, congratulated the ITRMC for being the beneficiary of the Republic Act 11724. He also thanked former La Union First District Representative Pablo C. Ortega for authoring the bill. (JPD)
Further, on behalf of the Multi-Sectoral Governance Council (MSGC) of ITRMC, Chairperson Aureo Nisce, former La Union vice-governor, congratulated the ITRMC on its most recent success.
“We should not impede the growth of ITRMC, we should rather welcome it and, therefore, the improvement of ITRMC will redound that we will all be beneficiaries of the hospital,” Nisce said.
Addressing the men and women of the hospital, Nisce asked them to “continue to heal the wounds and sicknesses of the people of La Union and those of need of it, whether they are from La Union or not.”
The IRR's entire draft was unanimously approved by the attendees after all of its provisions were presented by Atty. Milagros Marzan.
A copy of the IRR will be forwarded to the Secretary of Health for review and approval while its effectivity shall take effect 15 days after publication in the Official Gazette or in a newspaper or general circulation. (JCR/JPD, PIA La Union)
