The majority leader is the right-hand man of the House Speaker. Dalipe will serve as the shepherd of the super majority bloc, among other vital tasks.

One of the priority of Dalipe is to continue development and aims to create change for a better Zamboanga City by implementing projects during his term. He was the principal author of Republic Act 11087 increasing the bed capacity of Zamboanga City Medical Center from 500 to 800 beds and co-authored the signed Republic Act 11463 that requires government hospitals to establish Malasakit Centers, which helped the city during the pandemic.
