PSA 6: LGUs have crucial role in CBMS implementation

ILOILO CITY (PIA) - - The Philippine Statistics Authority (PSA) Regional Office in Western Visayas has underscored the crucial role played by the local government units (LGUs) in the roll-out of the Community Based Monitoring System (CBMS) which kicked off on August 8. 

“LGUs now play a crucial role in the implementation of CBMS because they are involved in all statistical activities as per implementing rules and regulations of the CBMS Act,” said PSA 6 OIC Regional Director Nelida Amolar during the recent regional press launch of the CBMS held in Iloilo City.

She said the cities and municipalities shall be primarily the data collecting authority following the established statistical standard guidelines and procedures. They are allowed to maintain their own CBMS database for use in local level planning and program implementation.

By virtue of Republic Act 11315, otherwise known as the “Community-Based Monitoring System (CBMS) Act” which was signed into law on April 17, 2019, the CBMS entails a census of households undertaken by LGUs with the participation of the community using accelerated poverty profiling systems in the data collection, processing, mapping analysis of data. 

“The PSA shall receive and store all aggregated data gathered by these LGUs to create a National CBMS Databank of collected information,” said Amolar.

The CBMS databank will be updated every three years following the schedule of the CBMS rollout.

For the first round of the CBMS implementation this year, some 30 LGUs are participating in the region, of which 10 are funded by the PSA and 20 LGUs have signified to provide the budgetary requirement for the conduct of the CMBS in their respective areas.

Participating PSA-funded LGUs in the region  are Buruanga, Lezo and Tangalan in Aklan province; Belison and Libertad in Antique; San Lorenzo in Guimaras; and Batad, Bingawan, Mina and San Rafael in Iloilo. These LGUs belong to the 5th and 6th income class municipalities. 

The LGUs-funded are Balete, Ibajay, Libacao, Nabas, Numancia, Madalag, Kalibo and New Washington in Aklan; Culasi, Tobias Fornier, Patnongon, San Remegio and Sebaste in Antique; Cuartero and Ivisan in Capiz; Tubungan and Guimbal in Iloilo; and Kabankalan, Hinoba-an and Himamaylan in Negros Occidental.

“With this undertaking, we aim for more timely, accurate and relevant economic accounts at the local level for economic development and poverty reduction, the main agenda of our government,” Amolar

said, who appealed for cooperation and time of household respondents to open their homes to enumerators and statistical researchers for interview for the required information.

She said the interview with an adult member of the household will take around two hours, more or less. 

Under the law, PSA is mandated to implement the CBMS in coordination with the Department of Information and Communication and Technology (DICT) and the Department of the Interior and Local Government (DILG). 

DICT is tasked to develop institutional arrangements on data-sharing while DILG to regularly disseminate information relating to activities of the CBMS.
