PSA launches Community Based Monitoring System in Region 1

DAGUPAN CITY (PIA) – The Philippine Statistics Authority (PSA) in Ilocos has rolled out the Community-Based Monitoring System (CBMS) in the region to reach all households and gather information from the general public, including but not limited to their demographic and socio-economic characteristics.
 
CBMS is an organized technology-based system used for collecting, processing, and validating important disaggregated data, which are helpful in program implementation, and local planning, among others.
 
“Sa mga datos na makakalap ng aming mga data collectors mula sa CBMS, magbibigay ito ng mas malinaw at detalyadong kwento sa mga hinaharap na reyalidad ng ating mga kababayan,” Atty. Sheila De Guzman, PSA in Ilocos regional director, said during the press launch on August 9.
 
Former president Rodrigo Duterte signed Republic Act 11315 or the “Community Based Monitoring System Act” on April 17, 2019 to improve poverty analysis in the country.
 
The decree orders the creation of the CBMS Council to ensure “secure and efficient data sharing arrangements between and among concerned cities and municipalities and national government agencies to be used for their particular social protection and welfare programs and projects.”
 
PSA will head the CBMS Council while the Department of the Interior and Local Government (DILG) and Department of Information and Communications Technology (DICT) will serve as council members.
 
In Region 1, there are 35 towns and cities which will implement the CBMS in the first two months of its rollout.
 
The funding of CBMS is classified as PSA-funded and LGU-funded.
 
PSA will fund the fifth to sixth class towns including Adams, Burgos, Carasi, and Dumalneg in Ilocos Norte; Gregorio del Pilar, Lidlidda, Nagbukel, San Esteban, San Ildefonso, San Vicente, Santa Catalina, Sigay, and Sugpon in Ilocos Sur; Bagulin, Burgos, and Pugo in La Union; and Sto. Tomas in Pangasinan.
 
The LGU-funded CBMS are Bacarra, Piddig, and Solsona in Ilocos Norte; Galimuyod, Quirino, Santiago, Santa Maria, Santa Lucia, and Suyo in Ilocos Sur; Aringay, Bacnotan, Bangar, and Rosario in La Union; and Aguilar, Bautista, Bolinao, Mangatarem, and Pozorrubio in Pangasinan.
 
The CBMS enumeration started on August 8 and will last until October 6, 2022. (JCR/AMB/PS/PIA Pangasinan)
