BAGUIO CITY (PIA) - - The Philippine Statistics Authority Cordillera Regional Office (PSA – CAR joined other regions for the nationwide rollout of the 2022 Community Based Management System (CBMS) on August 8 in a Kapihan media forum here.
For the 2022 CBMS, there are 59 participating LGUs in Cordillera with 27 in Abra, seven in Apayao, 13 in Benguet, one in Ifugao, six in Kalinga, and five in Mountain Province.

The PSA – led CBMS, which is mandated under Republic Act 11515 signed into law by former President Rodrigo Roa Duterte on April 17, 2019, is a statistical activity that aims to generate a census of households undertaken by the local government units with the participation of the community.
Its objective is to gather a compendium of localized facts, figures and maps on the different dimension of poverty such as health, nutrition, water, sanitation, shelter, education, income, security and participation.
The first batch of enumeration in CAR that started Aug. 8 is participated by 36 LGUs. These are Sablan and Tuba in Benguet; Hingyon in Ifugao; Pasil and Tabuk City in Kalinga; Barlig, Besao, Sabangan, Sadanga and Sagada in Mountain Province, and the municipalities in Abra except Bangued.
PSA – CAR Regional Director Villafe Alibuyog appeals to the public for their support and cooperation for the CBMS stressing that the accurate data and information they will provide will greatly help in crafting of policies and programs that are appropriate to bring about poverty alleviation and other socio – economic development for the community and the people.
Meantime, Department of the Interior and Local Government – Cordillera (DILG – CAR) Regional Director Araceli San Jose also committed their support for the CBMS by encouraging all LGUs down to the barangay level to properly endorse the census to their respective constituents.
San Jose outlined the importance of the CBMS on the Supreme Court’s Garcia – Mandanas ruling or the devolution of national programs and services to the LGUs.
The CBMS will provide a better data – driven and evidence – based planning for LGUs to bring in the responsive programs and services that will improve the prevailing conditions of people in their respective area of responsibility, she added.

Department of Information and Communication Technology Regional Director Ray Parnacio, in the same forum, also affirms their office’s commitment to support the successful implementation of the 2022 CBMS in Cordillera.
Also joining as panelists are PSA – CAR Chief Statistical Specialist Aldrin Federico Bahit Jr. and PSA – Benguet Provincial Director Imelda Buyuccan who provided more information about the 2022 CBMS. (JDP/CCD-PIA CAR)
