QUEZON CITY, (PIA) -- Isinumite na sa Kongreso ng kalihim ng Department of Budget and Management (DBM) na si Amenah F. Pangandaman ang Proposed Budget for Fiscal Year 2023 ng Pangulo na tinukoy bilang "proactive and resilient budget."
Sa press release ng DBM, sinabi ni Kalihim Pangandaman na ang budget para sa FY 2023 ay dinesenyo upang mabisang maharap ang mga pagsubok, panganib, at mga hindi inaasahang pangyayari sa hinaharap.
“Our budget for FY 2023 is proactive and resilient. It is designed to withstand future risks, challenges and shocks. Filipinos have bravely faced disasters and crises in recent years and notwithstanding the uncertainties, we have witnessed the strength of our economy and the resilience of our countrymen as seen by the country’s economic expansion,” ayon kay Budget Secretary Pangandaman.
Ayon sa economic team ng Marcos Administration, layunin nilang makamit ang 6.5 hanggang 8.0 percent real Gross Domestic Product (GDP) growth kada taon mula 2023-2028 para makakuha ng single-digit (9%) poverty rate sa taong 2028.
At bilang suporta sa 8-Point Socio-Economic Agenda ng Marcos Administration, binigyang diin ni Pangandaman ang pangangailangan sa pagsuporta sa mga napiling pangunahing sektor o identified priority sectors, at papagtuluyin (sustain) ang growth momentum ng bansa para maging inclusive at matatag ang ekonomiya sa 2023.
“We have identified the priority sectors in our 2023 National Expenditure Program, which stands at Php5.268-Trillion and 4.9 percent higher than this year’s budget. These priority sectors include education, infrastructure development, health, agriculture and social safety nets,” ayon kay Kalihim Pangandaman.
Education Sector
-Department of Education (DepEd)
-State Universities and Colleges (SUCs)
-Commission on Higher Education (CHED), at
-Technical Education and Skills Development Authority (TESDA)
Ayon sa DBM , ang sektor ng edukasyon ay makatatanggap ng Php852.8-Billion (8.2% increase mula sa 2022 allocation) sa 2023 at mananatili bilang highest budgetary priority as mandated by the Constitution.
Ang budget para sa DepEd ay tataas mula sa Php633.3-Billion ngayong 2022 na magiging Php710.6- Billion sa 2023.
Infrastructure Development
-Department of Public Works and Highway (DPWH)
-Department of Transportation (DoTr)
Ang kabuuang budget para sa 2023 infrastructure programs ng gobyerno ay Php1.196-Trillion.
DPWH ay makatatanggap ng Php718.4-Billion na budget sa 2023 samantalang ang DoTr naman ay makatatanggap ng Php167.1-Billion (120.4% increase) sa susunod na taon.
Ang mga pangunahing transportation infrastructure projects na ipatutupad ay ang North-South Commuter Railway, Metro Manila Subway Phase 1, LRT-1 Cavite Extension, at ang PNR South Long Haul.
Kalusugan
-Department of Health (DOH)
-Philippine Health Insurance Corporation (PhilHealth)
Ayon sa DBM, tatanggap ng Php296.3-Billion (10.4% increase) ang sektor ng kalusugan para suportahan ang vaccination efforts at uptake of boosters para sa vulnerable population habang pinapalakas ang health system sa pamamagitan ng lalong pagpapabuti ng health facilities at services.
Ayon kay Kalihim Pangandaman, nasa Php29-Billion ang ilalaan para sa pagbili ng mga gamot, medisina, at bakuna habang mahigit sa Php19-Billion naman ang ilalaan para sa sahod at benepisyo ng healthcare workers.
Samantala, Php23-Billion naman ang ilalaan para sa Health Facilities Enhancement Program (HFEP) na magpopondo sa pagbili ng medical equipment pati na rin sa pagtatayo, rehabilitasyon, at upgrading ng barangay health stations, rural health units, polyclinics, LGU hospitals, DOH hospital, at iba pang health facilities sa buong bansa.
Agrikultura
-Department of Agriculture (DA) at attached corporations
-Department of Agrarian Reform (DAR)
Ang budget para sa sektor ng agrikultura ay Php184.1-Billion (39.2% increase) sa taong 2023. Php29.5-Billion dito ay para sa irrigation services. Batay ito sa direktiba ng Pangulo gawing top priority ang agriculture sector upang mapasigla at baguhin ang sector mula sa pagiging economic laggard na maging isa sa pangunahing drivers for growth and employment.
“In support of the mandate of our President, and in anticipation of a global food crisis and for the long-term goal of food self-sufficiency, we increased the budget of the DA by 43.9 percent, to cover the funding requirements for its programs and projects,” ayon kay Kalihim Pangandaman.
Social Safety Nets
-Department of Social Welfare and Development (DSWD)
-Department of Labor and Employment (DOLE)
May Php197- Billion budget na ilalaan para sa DSWD sa 2023 saad sa DBM press release para matugunan ang pangangailangan ng marginalized and vulnerable sectors ng lipunan. Kasama na rito ang pagsuporta sa Pantawid Pamilyang Pilipino Program, Social Pension for Indigent Senior Citizens, Protective Services for Individuals and Families in Difficult Circumstances, Sustainable Livelihood Program, at Supplementary Feeding Program.
“Our budget provides for the implementation of the projects and programs of the DSWD. The President said it himself—we must not neglect the poorest of the poor,” ayon kay Kalihim Pangandaman.
Samantala, ang Php18.4-Billion ng kabuuang Php26.2-Billion budget para sa DOLE ay gagamitin sa pagpapatupad ng Livelihood and Emergency Employment Program nito para matulungan ang mga benepisyaryo na maka-recover mula sa economic displacement dulot ng pandemya. Kasama dito ang Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), DOLE Integrated Livelihood Program, at iba pa.
Green Governance
Saad sa DBM press release na may Php453.1-Billion ilalaan para sa climate change expenditures, kung saan ang DBM sa pakikipagtulungan sa Climate Change Commission ay bumuo ng mekanismo, Climate Change Expenditure Tagging (CCET), upang subaybayan at i-report ang climate change expenditures na nakatuon sa food security, water sufficiency, ecosystem and environmental stability, human security, climate smart industries and services, knowledge and capacity development and sustainable energy.
Bilang paghahanda sa mga bagyo at natural na kalamidad, ang budget ng Department of National Defense (DND) ay Php240.7-Billion (9% increase) para sa 2023. Samantalang sa Php31-Billion naman ang inilaan para sa National Disaster Risk Reduction and Management Fund.
“Government hopes to fund these and ensure their proper delivery by pursuing the path of sound fiscal management and enhanced bureaucratic efficiency. I am confident that the 2023 budget will help us achieve our goals for economic transformation, growth, and sustainability,” ayon kay DBM Secretary Pangandaman. (PIA-NCR)
