CSC chief highlights strengthening civil service with WV local officials

ILOILO CITY (PIA) -- Civil Service Commission (CSC) chairperson Karlo Alexei Nograles underscored the building up of stronger government human resources during the 2022 Conversations with Local Executives (CLE).

The event, August 30-31, was spearheaded by CSC Region 6 and participated in by over 1,000 local government officials and human resource heads.

In his keynote speech through a video message, Nograles cited this initiative as a timely and much-needed opportunity for the Commission to meet and address LGU concerns, especially those of newly elected local chief executives.

“It is a pleasure to be invited to this gathering of local chief executives to brief our incumbent and newly elected LCEs on personnel administration, and also to ascertain areas of cooperation in human resource management and organization development between the LGUs and the CSC,” he said.

Nograles recognized the role of the LGUs in the delivery of government services down to communities noting that of the 1.8 million government workers across the country, 23.39% or 425,815 of which are employed by the LGUs.

He emphasized that the CSC, as the 

central human resource institution of the bureaucracy, has put in place policies and programs designed to uphold merit, justice, and fairness in the civil service and build the competence, expertise, and character of public servants, including those in the local government.

“The CSC emphasizes that security of tenure is and must be performance-based. The tenure in government is based, must be based purely on satisfactory performance,” Nograles added, citing also the same as the basis on the grant of Performance-Based Bonus (PBB).

In addition, he also noted that CSC is prioritizing the implementation of definitive measures geared toward upgrading the standards of public sector governance and the effectiveness of the strategic performance management system (SPMS) where he expects the LGUs in the region to have this in place and be functional.

The Commission also constantly reviews and updates the provisions of the Omnibus Rules on Appointment and other Human Resource Action  (ORA OHRA) that denote the movement or progress of human resources in the civil service.

In terms of ensuring trust in public institutions as mandated by Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, he recognized the achievement of Bacolod City which has been named the most business-friendly local government unit for 2021 by the Philippine Chamber of Commerce and Industry.

“Bacolod City was acknowledged for its efficiency and process innovations and timely interventions made by the LGU in support of local businesses at the height of the health crisis,” he shared.

Nograles assured that the CSC continues to look forward to a fruitful partnership with all of the LGUs toward upholding the efficiency and effectiveness of public service.

Meanwhile, this September, CSC spearheads the celebration of the Philippine Civil Service Anniversary with a 10-year overarching theme “Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant-Heroes.”

This year, the thematic focus is on resilience, which is part of building smart organizations and a future-ready civil service, thus the theme of the CSC 6 Conversations with Local Executives. (JBG/FRG/PIA6)
