CSC fetes Exemplary Public Civil Servants in CAR

BAGUIO CITY (PIA) -- The Civil Service Commission (CSC), in celebration of the Philippine Civil Service Anniversary, recognizes exemplary public civil servants in the region during the "Parangal para sa mga Katangi-tanging Lingkod Bayani ng Kordilyera" program on Thursday (Sept. 22) at the Baguio City Multi-purpose Hall.

CSC headed by Commissioner Atty. Aileen Lourdes Lizada, CSC-Cordillera Director Nerissa B. Canguilan, and Baguio City Mayor Benjamin B. Magalong led the awarding of the 2022 Regional Honor Awards Program (HAP) winners and their nominators in the different categories.

DISASTER RESILIENCE. Office of the Civil Defense Cordillera Director Albert A. Mogol receives the Presidential Lingkod Bayan Award (Individual Category).
HEALTHCARE IMPROVEMENT. Baguio General Hospital and Medical Center (BGHMC) Chief Dr. Ricardo B. Ruñez is also given the Presidential Lingkod Bayan Award.

Office of the Civil Defense Cordillera Director Albert A. Mogol and Baguio General Hospital and Medical Center (BGHMC) Chief Dr. Ricardo B. Ruñez are the Presidential Lingkod Bayan awardees for the individual category.
 
Mogol initiated and cultured the multi-front approach in disaster management that resulted to a more effective and efficient system of disaster response preparedness in the region.
 
Ruñez was also awarded for his initiatives in the establishment of special centers such as the cardiovascular care center, cancer center, brain center, open heart cardiac mission, and eye tissue retrieval unit to cater to Cordillerans who need these special services.

BGHMC Medical Specialist IV Dr. Thea Pamela T. Cajulao is Dangal ng Bayan Award recipient.

Meanwhile, winners of the Dangal ng Bayan Award are BGHMC Medical Specialist IV Dr. Thea Pamela T. Cajulao and Luis Hora Memorial Regional Hospital (LHMRH) Medical Specialist III Dr. Annie Claire B. Pekas.
 
Dr. Cajulao was instrumental in various efforts that contributed to the zero mortality and zero death in BGHMC’s medical workforce from the onset of the COVID-19 pandemic  while Dr. Pekas pioneered the LHMRH’s emergency responder called the ER-26, created its ambulatory surgery unit, established the One Hospital Command of Mountain Province, and performed surgical operations even after her duty hours without claiming remuneration or compensatory days off.

Mendoza, meanwhile, assisted and mentored fellow teachers of the Baguio City National High School on the use of ICT-based learning tools that enabled them to effectively conduct synchronous and  asynchronous classes during the COVID-19 pandemic.

For the CSC PAGASA Award Individual category, recognized are BGHMC Medical Specialist IV Dr. Leamor D. Fangonillo and Department  of Education Baguio City Master Teacher I Estelito B. Mendoza.
 
Dr. Fangonillo developed programs that provided for public access to scientifically-proven information on COVID-19 and vaccines. She also initiated programs that resulted to more systematic response and ensuring the timely and efficient delivery of healthcare services during the pandemic.

The BGHMC continued its winning  streak with  two of its units namely the BGHMC Family and Community Medicine Department and the HIV/AIDS Core Team (HACT)  bagging  the CSC PAGASA Award group category.   
 
The BGHMC Family and Community Medicine Department led by Joseph L. Alunes with team members Haydee Danganan, Faith M. Garcia, Joyce N. Dela Cruz, and Endrik H. Sy established various programs and trainings that helped maintain a healthy workforce in their institution.
 
BGHMC’s HIV/AIDS Core Team  headed by Maria Lorena L. Santos with team members Marylou Faye E. Lucero and Jorene Faye E. Cuntig, was also feted for efforts to establish treatment hubs to address the dramatic increase in the number of people living with HIV.

The BGHMC Family and Community Medicine Department led by Joseph L. Alunes with team members Haydee Danganan, Faith M. Garcia, Joyce N. Dela Cruz, and Endrik H. Sy bags the CSC PAGASA Award for the Group Category.
BGHMC’s HIV/AIDS Core Team, headed by Maria Lorena L. Santos with team members Marylou Faye E. Lucero and Jorene Faye E. Cuntig, is another CSC PAGASA Awardee for the Group Category.

The winners of the 2022 Regional HAP Awards will represent the Cordillera Region in the national level.
 
The annual HAP recognizes deserving public servants who excel in their respective fields or serve as models of exemplary behavior. This aims to inspire and motivate government employees to improve quality of service and instill deeper involvement in public service.
 
HAP has different categories namely the Presidential Lingkod Bayan Award for outstanding work performance that had nationwide impact on public interest, security, and patrimony; the Civil Service Commission Pagasa Award for outstanding work performance that directly benefit more than one department of the government; and the Dangal ng Bayan Award for exemplary ethical behavior.(JDP/JJPM-PIA CAR)
