TF Disiplina to implement laws, ordinances in Isabela City

ISABELA CITY, Basilan, October 06 (PIA) – The local government of Isabela City de Basilan has recently launched the Task Force Disiplina to intensify the implementation of various laws, ordinances, rules and regulations here.

Mayor Sitti Djalia Turabin-Hataman signed on September 30 this year, the Executive Order  No. 025 series of 2022 or “An Order Creating the Isabela City Task Force Disiplina (ITFD), Providing For Its Composition, Powers and Functions and Other Purposes”.

The ITFD is chaired by Eugene B. Strong, Department Head of City General Services Office and LTC Junpikar P. Sitin, Chief of Police Isabela City with the following members; the Department of Interior and Local Government (DILG), Isabela City Barangay Chairpersons, Bureau of Fire Protection (BFP), Land Transportation Office, Representative from Sangguniang panlungsod, Department of Environment and Natural Resources, City Administrator, City Legal Office, Business Permit and Licensing Office, City Traffic Management Office, Local Enterprise Development and Investment Promotion Office (LEDIPO), Isabela City Market Inspector, City Health Office (CHO), City Social Welfare and Development Office (CSWDO), City Engineering Office (CEO), City Planning and Development Office (CPDO), City Veterinary Office (CVO), City Information Office (CIO), City Disaster Risk reduction and Management Office (CDRRMO) and the HAPIForce.

Under the EO No. 025, the ITFD shall have the following roles, responsibilities and functions:

1.     To ensure the effective, efficient and coordinated implementation of pertinent laws and city ordinances such as traffic management, road clearing, prohibition on sidewalk vending, anti-littering, disaster preparedness and resilience, Revenue Code of Isabela City, Building Code of the Philippines, Ecological Solid Waste Management Act, Anti-Rabies Act, Meat injection Code as amended and other policies, laws, ordinances and rules and regulations aimed at promoting public order, safety, cleanliness and general welfare of the people of Isabela City.

2.     Formulate plans and policies that will ensure public safety, cleanliness, peace and order in all public areas, spaces, economic enterprises, roads and thoroughfares within the jurisdiction of the City of Isabela.

3.     Undertake operations, monitoring and apprehension activities in line with the above mention duties.

4.     Facilitate coordination among key offices, agencies, establishments and organizations for the implementation and compliance of relevant laws, ordinances, policies, roles and regulations.

5.     Recommend the formulation, enactment, revision, amendment of ordinances it necessary.

6.     Regularly report to the Local Chief Executive on matters pertaining to the implementation of the said order, and

7.     Perform other tasks and functions that may be assigned by the Local Chief Executive from time to time.

During the launching event of ITFD, Mayor Sitti Djalia Turabin – Hataman emphasized the importance of cooperation and discipline among Isabeleños in order to maintain public order and safety in the city.

She also called on barangay officials to do their responsibilities in their community to ensure that their constituents will surely understand the importance of discipline within their community.

“Panawagan din po sa ating mga barangay officials sa pangunguna po ng ating mga barangay kapitan, ito ho hindi ito bagong trabaho natin. Talagang noong nanumpa ho kayo bilang mga kapitan ng mga barangay Ninyo, katulad ko rin noong nanumpa ako bilang alcalde ng Isabela City, kasama ho sa inako kong responsibilidad ay ang pag-e-enforce ng disiplina sa ating mga mamayan. Alam ko mahirap pero sana ho mapasunod natin ang ating mga mamamayan, hindi dahil inutos natin kundi dahil sana maintindihan nila kung gaano kahalaga ang disiplina sa ating komunidad,” Mayor Turabin-Hataman emphasized.

Dubbed with inspirational words “Taga Isabela, May Disiplina”, she urged all barangay chairpersons to ensure that their constituents will surely understand the need to promote general welfare.

“Sana ho mainitindihan nila na may pagkakataon na masasakripisyo kung ano yong nakasanayan nila, masasakripisyo kung ano yong komportable at convenient sa kanila para ho sa kapakanan ng mas nakararami,” she stressed.

The ITFD was created as part of the local government’s program to align, coordinate, maximize and expand its efforts to promote a culture of discipline in adhering to the rule of law. (RVC/NDR-PIA Basilan)
