DAGUPAN CITY (PIA) – The municipality of Pozorrubio was recognized as No. 1 in government efficiency and No. 9 overall most competitive among all 1st to 2nd Class Municipalities in the country under the 2022 Cities and Municipalities Competitiveness Index (CMCI).
The Department of Trade and Industry (DTI) awarded outstanding local government units (LGUs) during the 10th Cities and Municipalities Competitiveness Summit held at the Philippine International Convention Center (PICC) in Pasay City, Manila on October 20.
Senior Administrative Assistant III Daniel Sarmiento Jr. and Licensing Officer I Jenny Itliong received the award on behalf of Mayor Kelvin Chan.
Also with them were DTI Ilocos Regional Director Grace Falgui-Baluyan and DTI Pangasinan Provincial Director Natalia Dalaten.
Government efficiency refers to the quality and reliability of government services and government support for effective and sustainable productive expansion.
This factor looks at government as an institution that is generally not corrupt; able to protect and enforce contracts; apply moderate and reasonable taxation and is able to regulate proactively.
It is divided into 10 indicators: compliance to national directives, presence of Investment Promotions Unit, compliance to ARTA Citizens Charter, capacity to generate local resources, capacity of health services, capacity of school services, recognition of performance, getting business permits, peace and order, and social protection.

The CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development (USAID).
According to the CMCI website, “local competitiveness is how a city or municipality knows its resources and how it uses these to improve its standard of living.”
LGUs were ranked based on CMCI’s five pillars: economic dynamism, government efficiency, infrastructure, resilience and innovation.
Innovation was added this year as the fifth pillar in the CMCI.
Other LGUs in Pangasinan also made it to the Top 10 ranking nationwide for each pillar.
Mangaldan placed 10th as Overall Most Competitive for 1st to 2nd Class Municipalities.
For the 1st to 2nd Class Municipalities, Bani achieved 5th place for the innovation pillar and 5th most improved.
Meanwhile, for the 3rd to 4th Class Municipalities, Tayug placed 6th in government efficiency; Alcala is 7th place in infrastructure; Basista ranked 8th in resiliency; and Dasol attained 9th place in economic dynamism. (JCR/AMB/PIA Pangasinan)
