PBBM declares Bicol region under state of calamity due to TS Paeng

LEGAZPI CITY, ALBAY (PIA) – President Ferdinand Marcos Jr. has declared a state of calamity in the Bicol region after Severe Tropical Storm Paeng caused widespread flooding in various parts of the country.

“All government departments, agencies, and instrumentalities concerned are hereby directed to continue implementing and executing rescue, recovery, relief, and rehabilitation measures following pertinent operational plans and directives,” Marcos stated in the proclamation.

CALABARZON, Western Visayas, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) were also included in the declaration.

Marcos directed all departments and other concerned government agencies to coordinate with LGUs to provide or augment the basic services and facilities of affected areas.

Government assistance

The provincial government of Albay has distributed 4, 992 sacks of rice to 274, 954 evacuated families or 1, 374, 465 persons. Each family received five kilos of rice.

For the Bicol region, the Department of Social Welfare and Development has provided 25, 237 family food packs amounting to P16 million and about P1,500 worth of hygiene kits to evacuees and stranded individuals.

The total cost of food and non-food items amounted to P16 million.

Damage to infrastructure, agriculture and irrigation

The Office of the Civil Defense Bicol has reported a total of P1.2 billion worth of damages as of November 1. This include the P400 million damage on local infrastructure, P842 million on agriculture, P1.5M on irrigation and P120,000 on electricity in the province of Sorsogon.

“A total of 40 local roads, bridges and spillways in Sorsogon, Catanduanes, Camarines Sur and Camarines Norte are currently affected. Thirty one of which are not passable to all types of vehicles, four are not passable to light vehicles, while five are one lane passable,” as stated in the OCD report.

A total of 1, 645 damages houses were reported; 106 are totally damaged while 1, 539 are partially damaged in the provinces of Camarines Norte, Sorsogon, Catanduanes, and Masbate.

Casualties

The province of Albay has maintained zero casualty.

Masbate has reported one casualty from the municipality of Mandaon while 14 are injured in Sorsogon, Catanduanes and Camarines Norte.

As of October 31, the declared missing fisherman from Mercedes, Camarines Norte was found alive and in the custody of the Philippine Coastguard in Tabaco, Albay.

A total of 173 flooding incidents and 11 landslides were reported in the region. Eight are in Camarines Sur, two in Sorsogon and one in Catanduanes.
